IQ measures fluid intelligence.

Firstly, a European with an IQ of 60 might retain many superior qualities or at least potentials that a, say naturally 60 IQ'd somalitard would certainly not. Eurotard could be empathetic or imaginative, where as 60 IQ nigger wouldn't.

Secondly, a European with an IQ of 60 would almost certainly have a actual condition that caused the IQ drop. A somali for example, naturally is around 67 IQ, and the same condition in him would drop his IQ to around 20.
