even if you have a country with a total population of 1 million or 100 million, the fact that low density is incredibly inefficient stands
economic hubs, cities, should be denser so that walking and public transit is viable
(obviously this doesn't apply to literal farmers)

Pre-1960s North America was considerably less urbanized than it is today, as was Europe and literally every country on the planet. What you desire is what we have now and it's a collection of sardine can shitholes with one pretty district for the tourists. Take a trip to rural America and see where once thriving towns have been reduced to a bunch of crumbling buildings with plywood instead of windows. All because you got what you wanted - megacities (and because of Nafta but that's a subject for another discussion.)
