What do you even want HSR for? I don't get the appeal, the US has the largest train network in the world it's just not passenger trains. Metro stations are fine, but how many people need to ride a train between cities. Also they're strictly inferior to airports and cost much more in maintenance.

Most of Japan's overland trains are run by private corporations. The national railways were privatized over 30 years ago due to their extreme debt and lack of profitability. Subways and local lines are operated by cities, but the cool maglev and bullet trains are privately owned and operated. Functionally their train companies operate more like American airline corporations than any nationalized railway that you're thinking of.
Funnily enough, Japan is now known for being one of the few countries with a profitable passenger railway industry, and it has nothing to do with the government.

America's cities were mostly built up in the 20th century and airplanes became the dominant form of travel. Both the EU, Japan and China are much older countries than the US. Subsidizing air travel is easier since you just build an airport in place A and another in place B and a commercial company will run flights between them. You dont need to maintain a thousand miles of high speed rail track since the air is free.

The US isn't dense enough to warrant HSR. Maybe from Boston to Richmond, but that's about it. China can build them because they have over a billion people and they all live in the eastern half of their country, and even then they don't have enough ridership to become self-sustaining. They're being funded by debt.

Why would you need to destroy the existing rail infrastructure in order to make additional rail infrastructure? Why would building a rail line for passenger trains preclude maintaining the existing freight lines?

And speaking of "maintaining," our rail infrastructure which as you noted is extensive, critical and highly profitable, is also ludicrously under-maintained. Probably about as soon as the median boomer is dead, all these railways will die with them. Decades of deferred maintenance will finally catch up with us and for most railways of this sort there is no backup; if the one bit of rail gives way or one bridge falls down, that's it for that railline for probably years, maybe a decade+ with our current rate of rebuilding. They're saying the Francis Scott Key bridge won't be back up until 2028 and that's the projected completion date, which government projects never meet.

The reasons we don't have passenger rail have nothing to do with that. America developed an allergy to good public transit in the mid 20th century when our inability or unwillingness to fight a race war led to White Flight, a key component of which was living in neighborhoods blacks couldn't easily reach or afford. Good mass transit reduces the effectiveness of that, so not only did we not build any, we deliberately built all of our new neighborhoods to preclude good mass transit and then demolished half our cities to do the same there.

And now even if you wanted to build it, an army of NIMBYs would rise up and stop you, judicial gridlock rendering the projects impossible before they can even start.

Americans are unwilling to walk due to their love of cars, but even if they did want to walk or take a train, they would have to be armed to defend themselves against niggers.

It would be awesome if you could easily travel across the US, that way more people could commute to work without a car and just use the awesome train system, but it's literally NEVER ever gonna happen in the US. Niggers, browns, jews, the car mafia and general brainwash so that americans equate cars to freedom will never allow anything like that to happen.

Best you could ever hope for is some new york city style train system which is grimy as fuck and bad. And infested with niggers, of course.
