Doesn't matter. What matters is the quality of the average person. If all your people are insectoids or mystery meat mutts then you're getting pp in your canned drinks and laws won't change that. The reverse is also true, a high quality homogeneous society of whites doesn't need regulatory laws because nobody wants pp in their drinks, not even the greedy ones.
In fact, the laws will act as a moat for people who don't want to put pp in your cola because they are the ones who will get targeted more by the (((tax collectors))) because they'll try to do things legally and you'll be paying more for the privilege.
