Also the law explicitly states that written or oral advocacy of ideas or expression of beliefs, as long as they do not advocate acts of violence or assert a right to commit acts of violence, should not be charged as inciting a riot. With no criminal record they'd have a tough time actually pursuing charges with that one against him and they seemed more interested in just laying as many charges on as larger a group as people as possible and if they have to concede it's a riot, and not an insurrection, then it diminishes the narrative they were trying to push at the time.
