Russian authorities have seized over 62 million rubles (approx. $675,000), $40,000, and €2,100 in cash during searches of properties linked to the former mayor of the Black Sea resort city of Sochi, Alexei Kopaygorodsky, and his family. The raids were conducted in Moscow, St. Petersburg, Sochi, and Luhansk as part of a major corruption investigation.
The bulk of the cash was discovered in properties belonging to the adult son of Kopaygorodsky's wife, Yanina, with 42.5 million rubles found in a Moscow apartment and another 5.5 million rubles and $40,000 seized in St. Petersburg.
Kopaygorodsky, who served as mayor from 2019 until his resignation in May 2024 to join the military operation in Ukraine, was detained in September 2024 along with his wife. He faces charges of large-scale bribery and embezzlement, while his wife is accused of mediating bribes and witness tampering.
The Prosecutor General's Office is seeking the forfeiture of assets belonging to the couple and their associates valued at 1.6 billion rubles ($17.4 million), alleging the property was acquired illegally. In addition to cash, investigators seized luxury items including a two-carat diamond worth 3.5 million rubles, rare wines valued at up to 2 million rubles per bottle, and a collection of high-end watches worth an estimated 45 million rubles. Among the timepieces were models from Patek Philippe, Breguet, and Panerai. Both Kopaygorodsky and his wife remain in pre-trial detention.

A new and disturbingly young generation of far-right extremists is emerging in St. Petersburg, with its members adopting the violent tactics of their early-2000s predecessors but recruiting and spreading their ideology through modern social media. Experts report a significant rise in hate crimes, reaching levels not seen in two decades, as shaven-headed youths attack migrants, the homeless, and those they deem "non-conformists."
Unlike the previous wave of neo-Nazism, the current iteration is notable for the extreme youth of its adherents, with some participants as young as 12 or 13. These groups are heavily influenced by social media, particularly TikTok, where they are first exposed to far-right subcultures and aesthetics. The classic skinhead style of boots and bomber jackets, largely suppressed by police in the 2010s, has been revived and is seen by some as a key part of the movement's "aggressive" and "masculine" appeal.
A core tactic of these new groups is to film their attacks and disseminate the videos through closed channels on platforms like Telegram to a wider, national audience. One of the largest such channels had nearly 23,000 subscribers before it was recently shut down. The content often includes beatings of people with "non-Slavic" appearances. Some groups also engage in vigilante-style "hunts" for alleged pedophiles, luring men through fake profiles on dating sites to film forced apologies under threat of violence or public exposure, sometimes extorting them for money.
Analysts note a direct line from notorious 2000s-era nationalist Maxim "Tesak" Martsinkevich, whose "Occupy Pedophilia" movement is being explicitly emulated by some St. Petersburg groups. This resurgence of street-level xenophobia occurs as more established ultra-conservative and nationalist organizations also gain prominence.

Russia is facing a dramatic surge in unpaid wages, with total arrears quadrupling over the past year to nearly 2 billion rubles (approximately $21.7 million) by the end of September 2025, according to data from the state statistics service, Rosstat. This figure, which does not account for small businesses, highlights growing financial strain across key sectors of the economy.
The overwhelming majority of the debt—99%—is attributed to a simple lack of funds at the corporate level, rather than delays in government budget transfers. Just in the month of September, wage arrears grew by 19%, or 306 million rubles. The most affected industries are construction, mining, and manufacturing, which collectively form the backbone of the nation's industrial output.
The problem is concentrated geographically, with a few regions bearing the brunt of the crisis. Krasnodar Krai leads the country in wage debt with 547.4 million rubles, followed by the Tver region with 242.8 million rubles and the Nizhny Novgorod region with 203.8 million rubles. Analysts point to a worsening payments situation within the manufacturing sector as a significant contributor to the trend, indicating deeper liquidity issues among Russian companies.

More than 90% of the real estate seized from corrupt officials in Russia since 2011 has failed to generate revenue for the state, with the federal budget missing out on tens of billions of rubles, Russia's Accounts Chamber said in a report.
The audit body found that of the nearly 9,000 properties—including houses, apartments, and land plots—confiscated over the past 14 years, only 8% have been brought into economic use. The total value of these seized assets exceeds 113 billion rubles (approximately $1.23 billion).
Despite the vast portfolio of confiscated property, efforts to privatize or lease the assets have been minimal. Since 2021, only 240 objects (less than 4% of the total) have been sold, bringing in 3.2 billion rubles. A further 224 properties have been leased since 2023, generating just 832.2 million rubles.
Auditors attributed the inefficiency to systemic problems, including legal and bureaucratic hurdles that delay the state's ability to take control of and sell the properties. It takes an average of 1.5 to 2 years just to register the state's property rights due to outstanding court-ordered seizures and other legal encumbrances. Legislative restrictions also prevent the privatization of certain assets, such as land plots designated for construction, causing valuable properties to sit idle and lose their investment appeal.
The Accounts Chamber has recommended that the government amend legislation to streamline the process and proposed a two-year limit for holding such assets in the state treasury before they must be sold or leased.

I have hope that Russian logistics will breakdown in the winter. Russians are already having a hard time supplying their troops, combine that with the significant loss of trucks, loss of gasoline production, potential loss of diesel production, Russian manufacturing beginning to show negative growth, and a general downturn in the Russian economy, and I think Ukraine has a good shot at hold Pokrovsk until the spring. They'll probably be forced to pull out of the southern sector soon, but I think the town proper will remain contested

The Central Bank of Russia has predicted that, in the event of tougher sanctions and a drop in oil prices to $35 per barrel, Russia could face its worst economic downturn since the 1990s.

As of now, this remains just a scenario for Russia, not probability. However, the fact that such predictions are made public is also interesting. Economic pressure on Russia is extremely important.

For the first time since the mid-1990s, the Russian economy could shrink for two consecutive years, with inflation surging to a ten-year high, forcing households to drastically cut consumption and businesses to slash investment. These projections are part of the Central Bank’s "risk scenario" for economic development, which assumes oil prices falling to $30-35 per barrel and tightening Western sanctions.

According to this "risk scenario," published in the Main Directions of the Unified State Monetary Policy for 2026 and the Period of 2027-2028, Russia’s GDP is projected to decline by 2.5-3.5% next year and by another 2-3% the following year. At its lowest point - in the fourth quarter of 2026 - the contraction could reach 6-7%.

Under this scenario, the economy would lose $108 billion in export revenues in 2026 and another $51 billion in 2027, bringing total exports down to $255 billion - the lowest level since 2005. By comparison, Russia earned $434 billion from exports last year and is expected to bring in $414 billion this year, according to Central Bank forecasts.

"The 'risk scenario' assumes escalating global trade tensions, deepening deglobalization, a more significant increase in import tariffs worldwide than in the baseline scenario, and a sharp slowdown in the growth of major economies," the Central Bank wrote.

>The Central Bank of Russia has predicted that, in the event of tougher sanctions and a drop in oil prices to $35 per barrel, Russia could face its worst economic downturn since the 1990s.

Inflation in this scenario would accelerate to 10.5-12.5% - the highest since 2005 - forcing the Central Bank to raise the key interest rate again to 17.5-19.5% in 2026 and 18-20% in 2027.

Consumers would have to tighten their belts: private household consumption would shrink by 0.5-1.5% in the first year of the crisis and by another 6-7% in the second. Businesses would slash investment by 11-13% in 2026 and another 5-7% in 2027.

"In addition to worsening trade conditions, increased sanctions pressure will expand the discount on Russian goods and reduce both oil exports and production. Against the backdrop of a sharp decline in oil prices, this will lead to the rapid use of the liquid portion of the National Wealth Fund, creating risks of the fund’s resources being exhausted as early as the end of 2026," the Central Bank warned.

A Russian OMON lieutenant colonel, involved in war crimes in the Kyiv region, was eliminated on Russian territory, Ukraine's Defense Intelligence reported.

According to the agency, on October 25, a car driven by police lieutenant colonel Veniamin Mazzherin exploded in the Kemerovo region. He served in the Obereg OMON special unit.

◾ Obereg is a Russian National Guard unit involved in war crimes during the occupation of parts of the Kyiv region. Based on collected evidence and eyewitness testimony, the Office of the Prosecutor General opened a criminal case against the unit's servicemen, in particular for violations of the laws and customs of war.

In April 2022, military intelligence identified by name the war criminals of the Obereg unit.

US Ambassador to NATO Matthew Whitaker on oil sanctions on Russia:

We have implemented those sanctions. We plan to enforce them. We expect now, with these enormous sanctions, that this will maybe be the thing to unlock president Putin coming to the table and ending this war, and at least entering into a ceasefire so we can negotiate a final resolution.

But remember, as I've said before, President Trump holds all the cards. This is just one card that he's playing. There are many more.

"This concentration of leverage allows them not only to manipulate information through fakes, provocations, and lies - they have long been doing that. With the help of generative technologies, their owners and those behind them will be able to reprogram consciousness at a basic level," she said.

So far, it's Russian propaganda that's fakes, provocations and lies. But Zakharova has a lot of experience in twisting reality.

[Q]: What will be your prediction? How do you think it [Russia-Ukraine war] will end? Will it end just frozen in place? Will they just keep fighting?

[Vice President JD Vance]: It's so hard to say. If you asked me six months or so ago, I would have said, "They’re never going to stop fighting. This is going to be like Russia’s Vietnam. 15 years later, they’re still going to be fighting." If you asked me a month ago, I would have said we’re making incredible progress [toward peace]. It’s hard to venture a prediction, but I do think that we have reached the point of diminishing returns for both sides.

We really do believe we've reached the point where it's in both Russia and Ukraine's interest to stop fighting. But look, the President can only open the door. He can't actually force either side to walk through it.

Russian attacks on Ukrainian civilians in the areas closer to the frontlines are "systematically coordinated actions" - a report by the Independent International Commission of Inquiry in Ukraine presented to the UN General Assembly.

"The attacks - which have struck a wide range of civilian targets in an area spanning over 300 kilometres along the right bank of the Dnipro River, across Dnipropetrovsk, Kherson, and Mykolaiv regions - are systematically coordinated actions designed to drive Ukrainians out of their homes," the report says.

The Commission identified specific perpetrators of the attacks, drone units and their associated military formations, as well as commanders stationed on the left bank of the Dnipro River. All of them, according to the report, belong to the "Dnepr" group of forces of the Russian Federation.

The document also states that the Russian authorities systematically carried out deportations and forced transfers of civilians from areas of Zaporizhzhia region under their control. Members of the Commission declared that such actions constitute war crimes.

I think this is a sensible political action.

There is the example of the Republic of Kenya that started an official investigation about its people being fooled into recruitment to the Russian army and human trade. This started after information appeared that a mercenary from Kenya fighting for Russia was taken into Ukrainian captivity.

: journalists of Sxemu (a project of Radio Liberty) identified hundreds of Cuba citizens in the Russian army and found out how they get into Russian military units, their training bases and locations of service.

The only thing standing in the way of a ceasefire is Putin - Nate Vance, a U.S. Marine and cousin of U.S. Vice President J.D. Vance, in an interview with Vadym Denysenko for Dilova Stolytsia.

[Q]: President Zelenskyy said that the war could be ended by the end of this year. Do you think that’s realistic?

[Nate Vance]: What do you mean by "ending the war"? I really don’t understand what that would mean. Most likely we can talk about a ceasefire. Achieving that by the end of the year is realistic. The only thing standing in the way of a ceasefire is Putin. If he changes his mind, anything is possible. But will he do that? I don’t know.

[Q]: And what about the Russian mentality? Have you been able to understand what Russians are really like?

[Nate Vance]: Over the past three and a half years I’ve had the opportunity to meet and talk with people who lived under Soviet control and who directly experienced Russia’s influence. Of course you could say that’s only one side of the story. But every account of how Russia treats people sounds the same. Russians will say pleasant things to your face and then betray you at the first convenient opportunity. They will lie to achieve their goals. Their words do not match their actions. And they do nothing to prove that they can be trusted.

The only guarantee of security that Ukraine can ever receive must come from within. In this regard, professional military training and the development of the military-industrial complex are extremely important. You need to become the Israel of Eastern Europe and produce so much weaponry that you can sell it to the rest of Europe. That will be the guarantee of security.

Russian propagandists on sanctions against Russia:

"This week, Trump revealed his imperialist nature, which, in fact, was always there.

Trump is more dangerous than his predecessors. Even worse. Trump has started doing what previous administrations did not - not imposing direct sanctions immediately, but trying to create a system to target Russia.

Though regarding sanctions, it’s unlikely he will make any deal with Xi Jinping concerning us. But as for India, I am not very confident that the Indian leadership will refrain from making certain concessions in order to sign the trade agreement that is currently being discussed and prepared."

President Trump said Ukraine was discussed during his meeting with President Xi Jinping:

Ukraine came up very strongly. We talked about it for a long time and we're both going to work together to see if we can get something done. He's going to help us and we're going to work together on Ukraine. There's not a lot more we can do.
He's been buying oil from Russia for a long time and takes care of a big part of China. And, you know, I can say India's been very good on that front, but we didn't really discuss the oil. We discussed working together to see if we could get that war finished.

While President Trump and President Xi Jinping discussed bringing peace to Ukraine, the Russian army was launching a massive missile and drone strike on Ukraine, attacking our energy infrastructure and civilian objects. There are still Russian drones in Ukrainian airspace.

◾Zaporizhzhia was attacked by eight missile strikes and at least 20 drones. 11 people injured, six of them kids (aged 3 to 6). One more person might be under the debris.

Explosions were heard in several Ukrainian regions. Emergency blackouts on a large part of Ukraine.

Russia is trying to freeze Ukraine before winter, to make civilians's life unbearable.

Russia Proposes 20% Increase in Foreign Worker Quota for 2026 Amid Labor Shortage

Russia's Ministry of Labor has proposed increasing the quota for qualified foreign workers arriving on visas by nearly 20% for the year 2026, aiming to issue up to 278,940 work permits. This move comes despite low utilization of the current year's allocation, where companies filled only a quarter of the available positions in the first half of 2025.
The proposed increase, which is up from approximately 235,000 permits in 2025, is intended to address labor shortages at industrial enterprises and for large-scale infrastructure projects. According to a draft resolution from the ministry, nearly 92% of the quota is designated for skilled and semi-skilled industrial roles. The largest allocations are for workers in the food, woodworking, textile, and garment industries (71,088), followed by construction (55,312), and metalworking and machine-building sectors (45,391).
Officials note that the quota system is a primary mechanism for attracting organized labor from countries with which Russia has a visa regime, such as China, Turkey, India, and Serbia. Deputy Minister of Labor Dmitry Platygin stated that these workers are often brought in for specific projects, including the installation and maintenance of imported technological equipment.
The underutilization of the 2025 quota highlights a persistent challenge, even as authorities emphasize organized recruitment in the new State Migration Policy Concept for 2026-2030. The ministry clarified that the quota is based on specific requests from employers who cannot find domestic workers and that approval does not guarantee entry, as the search for local candidates continues even after quotas are set.

Russia Detains Alleged Crime Boss in Bashkortostan Republic

Federal Security Service (FSB) officers have detained an alleged top-ranking crime boss in the Russian republic of Bashkortostan, officials said. The 49-year-old native of Chechnya is accused of holding the highest position in the region's criminal underworld.
The man, identified in some reports as Magomed B., was granted the status of "smotryashchy" or "enforcer" for the region in April 2023. This title designates him as a key figure responsible for overseeing and coordinating organized crime, according to the Investigative Committee.
Authorities allege he was responsible for collecting funds for a common criminal treasury known as an "obshchak," mediating conflicts between criminal groups, and appointing lower-level supervisors to oversee prisons and districts within the republic.
FSB special forces in Ufa, the regional capital, arrested the suspect. A court has ordered him to be held in custody pending investigation. He faces charges under Article 210.1 of the Russian Criminal Code for "occupying a high position in the criminal hierarchy."
According to some media reports, the detainee was an appointee of Akhmed Dombayev, a known Chechen crime boss.

Penza Oblast Proposes Road Ban and Confiscation for Pit Bikes

Authorities in Russia's Penza Oblast are moving to ban pit bikes and other specialized motor vehicles from public roads, citing a surge in their use by teenagers and the associated safety risks. The regional State Traffic Safety Inspectorate (GIBDD) has submitted a draft law to the legislature that would prohibit their operation and introduce penalties up to and including confiscation.
The initiative was announced by the head of the regional GIBDD, Denis Kanaykin, during a government meeting. He noted that pit bikes are sold as sporting equipment without a vehicle passport, making them impossible to register for legal road use. The proposed law aims to close this loophole, which has led to a rise in minors operating the vehicles on public thoroughfares.
Nikolay Simonov, the Chairman of the Penza Oblast government, has voiced his support for the measure, emphasizing the need to strengthen preventative work with minors to reduce road traffic injuries. The primary goal of the legislation is to improve road safety and prevent accidents involving young, unlicensed drivers.

More than half of Russian IT specialists who left their jobs between 2022 and 2025 were laid off due to staff reductions, according to a new study that highlights a contradiction in a market supposedly facing a severe talent shortage.
The survey, conducted by recruitment giant hh.ru and IT firm Infosystems Jet, found that 55% of dismissals were involuntary cuts. The trend was particularly pronounced in major cities like Moscow, where the figure rose to 56%. The roles most affected by the reductions were product team members (61%) and software developers (51%).
The study, which surveyed 1,500 professionals across various sectors, including banking, telecom, and retail, paints a complex picture of the Russian IT labour market. While the government has previously highlighted a deficit of hundreds of thousands of IT workers, the data reveals a significant surplus of candidates in the summer of 2025, with approximately 260,000 active resumes for just 44,000 open vacancies—a ratio of nearly six applicants for every available position.
The research indicates that the sectors least affected by layoffs were the public sector, marketing, and manufacturing, where reductions impacted less than 19% of IT staff.[4] In contrast, IT infrastructure roles saw the highest turnover in the past year.

Ulyanovsk Prosecutor Slams Law Enforcement for Failing to Secure Victim Compensation

The Ulyanovsk Oblast Prosecutor, Andrey Terebunov, has sharply criticized the region's investigative bodies and federal bailiffs for systemic failures in securing financial compensation for victims of crime. The statement was made during a collegium meeting attended by representatives from the regional prosecutor's office, the Ministry of Internal Affairs (MVD), and the Federal Bailiff Service (FSSP).
Terebunov highlighted "numerous violations" where investigators and inquiry officers neglected their legal duty to impose interim measures, such as seizing the assets of the accused, to ensure that funds are available for restitution. He also faulted the bailiff service for its lack of effectiveness in compelling convicted individuals to pay damages to victims.
As a result of these failures, the prosecutor's office has stepped in, identifying and addressing over 250 such violations this year alone. This intervention has led to the recovery and return of more than 14.3 million rubles to crime victims.
The prosecutor has demanded that his subordinates intensify oversight of investigative agencies to ensure the full scope of damages is identified and secured. He also called for special control over cases involving the embezzlement of state budget funds and a more rigorous approach to the enforcement activities of bailiffs.

Outrage as Russian School Uses 'Low-Income' and 'War' Signs in Cafeteria

A school in the southern Russian city of Azov has caused a public outcry after photographs emerged of signs in its cafeteria segregating children into groups labeled "Low-income" and "SVO." The latter is an acronym for the "Special Military Operation," used to designate children from families of soldiers fighting in Ukraine.
The images, which circulated widely on social media, showed different tables reserved for children receiving subsidized meals. Some parents alleged that the quality of the food also differed, with the "Low-income" group receiving porridge while the "SVO" group was served meat and potatoes.
Regional governor Yuri Slyusar condemned the incident, calling it "gross discrimination" and an act that "humiliates the dignity of children and provokes bullying."
Education officials in Azov claimed the signs were used on a single occasion by a food service employee "for the convenience of distributing portions" and insisted the menu was the same for all students. Following the incident, the regional prosecutor's office launched an investigation. The school's director has since been reprimanded and removed from her duties, and the food service contractor is under review.

Former Domodedovo Owners Sued for Over 6.5B Rubles by State-Controlled Airport

Dmitry Kamenshchik and Valery Kogan, the former owners of Moscow's Domodedovo Airport, are facing a lawsuit for over 6.5 billion rubles from the airport's own corporate entities, which were taken over by the Russian state earlier this year.
The lawsuit was filed in the Moscow Oblast Arbitration Court on October 28 by four companies within the airport's structure, including its main entity, "Airport Management Company Limited". This legal action is the latest development following the transfer of Domodedovo's assets to Russia's Federal Agency for State Property Management (Rosimushchestvo) in June 2025.
The state takeover was initiated by the Prosecutor General's Office, which argued that the strategic asset was under foreign control, as its beneficiaries were residents of other countries. Since gaining control, the new state-appointed management has been scrutinising past financial activities. Airport representatives have previously stated that reviews uncovered transactions related to the withdrawal of funds abroad.
This new 6.5 billion ruble claim comes just days after a court ordered Kamenshchik and Kogan to pay 3 billion rubles in back taxes and penalties. Both men, who are appealing the state seizure of the airport, are currently under a travel ban.

Former Odesa Mayor Charged With Negligence Over Flood That Killed 10

Ukraine's State Bureau of Investigation (SBI) has charged Gennadiy Trukhanov, the recently ousted mayor of Odesa, with official negligence in connection with a catastrophic flood on September 30 that killed at least 10 people, including a child.
Trukhanov, along with two of his deputies and five other subordinates, was formally served with a notice of suspicion on October 28. Investigators allege that city officials failed to maintain and repair Odesa's storm drains and drainage systems, despite a history of regular flooding. The charges also state that on the day of the downpour, the mayor's office failed to properly warn residents of the impending danger or adequately mobilise civil defence services.
The case follows a turbulent month for Trukhanov, who was stripped of his Ukrainian citizenship and removed from office in mid-October by a decree from President Volodymyr Zelenskyy. The move came after security services confirmed he held a valid Russian passport, a claim he had previously denied.
The flooding on September 30 paralysed Ukraine's largest port city, with an anomalous amount of rain overwhelming its infrastructure. Following the tragedy, President Zelenskyy promised a full-scale investigation into the circumstances that led to the loss of life.

Former Emergency Ministry Official in Nizhny Novgorod Given Suspended Sentence for Disclosing State Secrets

A court has found the former head of the state secrets protection department for the Nizhny Novgorod regional branch of Russia's Ministry of Emergency Situations guilty of disclosing classified information, sentencing him to a suspended prison term of 1.5 years.
The regional directorate of the Federal Security Service (FSB) announced the verdict on Wednesday. According to the FSB, which investigated the case, the official illegally copied secret documents entrusted to him and passed them to an individual who lacked the necessary security clearance.
The man was convicted under Part 1 of Article 283 of the Russian Criminal Code (Disclosure of State Secrets). The court's sentence is not yet in legal force.

Russian Regions Offer Cash Rewards for Informing on Drunk Drivers

At least 13 regions across Russia have rolled out programs offering cash rewards to citizens who report intoxicated drivers to the police, an initiative aimed at curbing a persistent cause of road fatalities.

The financial incentives range significantly, from 2,500 rubles ($27) in the Tuva Republic to as high as 20,000 rubles ($215) in the Amur Oblast in Russia's Far East. Other regions offering payments include Buryatia (5,000 rubles), the Yamal-Nenets region (4,000 rubles), and Vologda Oblast, which recently increased its reward to 15,000 rubles.

Officials say the programs are a direct response to high rates of accidents caused by drunk driving. In Buryatia, for example, the region's head, Alexey Tsydenov, noted that in 2024, such accidents resulted in 54 deaths and 247 injuries, accounting for nearly half of all road fatalities in the republic.

Payment is contingent on a successful intervention. A citizen's report must lead to the driver being stopped by police and officially confirmed as intoxicated through a medical assessment. The informant must typically provide the vehicle's license plate number, location, and a description of the erratic driving.

The process can involve some bureaucracy. In Buryatia, after a report is confirmed by police, the informant must apply to the regional Ministry of Transport with their passport within 90 days to receive the payment. Some regions, like Vologda, have streamlined the process by accepting anonymous tips through dedicated chat-bots.

Analysis: Sergei Shoigu's Public Re-emergence Signals His Political Rehabilitation

Sergei Shoigu, Russia's former defense minister who was removed amid a sweeping corruption scandal, is engaged in a conspicuous media campaign that appears designed to signal his political survival and continued influence within the Kremlin. Though his recent public statements have been substantively unremarkable, their political purpose seems clear: to project an image of a statesman who has weathered the storm and remains a key figure in Russia's power structure.
After his dismissal in May 2024 and reappointment as Secretary of the Security Council, Shoigu maintained a low profile while several of his top deputies, including Timur Ivanov and Pavel Popov, were arrested on corruption charges. His recent return to the spotlight—including a high-profile security meeting in Nizhny Novgorod where he discussed the threat of Ukrainian drones—is being interpreted by Moscow's political elite as a deliberate message. The signal is that the purge within the defense ministry has run its course and Shoigu himself is no longer under threat.
At 70, Shoigu is a veteran of post-Soviet politics, and his current maneuvering suggests he is securing his position for the long term. Sources close to the Kremlin indicate he has not abandoned his long-held ambition to lead a new state-run corporation focused on the economic development of Siberia—a mega-project that could serve as the final, powerful chapter of his career. By re-establishing his public presence, Shoigu is signaling to all factions that he has not been sidelined, but has instead successfully navigated another perilous turn in Kremlin politics.

Russia Orders Banks to Install Surveillance Systems Granting FSB Access to Client Data

Russia's Federal Security Service (FSB) has ordered the country's major banks to integrate state surveillance hardware into their mobile applications, a move that will give security services direct access to client communications, including text chats, voice calls, and video interactions.
Financial institutions have until 2027 to install the System for Operative Investigative Measures (SORM), the same technology mandated for telecommunications firms and internet companies. According to letters sent by the FSB to the banks, the requirement is being imposed because banking apps have evolved to include chat functions, thereby classifying them as "organizers of information dissemination" under Russia's expansive "Yarovaya Law."
This designation legally compels them to store all user communications and metadata and provide it to security agencies upon request. The implementation will bring the financial sector under a level of state surveillance previously reserved for technology and telecom companies.
The directive, first reported by Russian business daily RBC, affects Russia's largest banks. Representatives for Sberbank, VTB, Alfa-Bank, and T-Bank have so far declined to comment on the new mandate, which will involve significant compliance costs and raises major privacy concerns for millions of customers who use banking apps for daily financial management and communication.

Influx of Ukrainian Men Strains Support in Germany and Poland

1/2

A recent surge in the number of military-age Ukrainian men seeking refuge in Germany and Poland is fueling political tensions and threatening to erode the broad public support for Kyiv. The sudden increase follows a late-August decision by the Ukrainian government to relax exit rules, allowing men up to the age of 22 to leave the country.
In Germany, the shift has been dramatic. The number of Ukrainian men aged 18-22 applying for protection has skyrocketed from around 100 per week in August to as many as 1,800 per week recently, according to the German Interior Ministry. This has prompted alarm among conservative politicians who argue that Germany should not be a haven for those who could be serving in the Ukrainian military.
"It won't help anyone if more and more young men from Ukraine come to Germany instead of defending their homeland," Markus Söder, the Minister-President of Bavaria, told German media. He and other leaders from the opposition CDU/CSU bloc are calling on Berlin and Brussels to pressure Kyiv to reverse its policy. "We must control and significantly reduce the sharply increased influx of young men from Ukraine," Söder stated.
The issue is politically sensitive because Ukrainian refugees in Germany are eligible for "Bürgergeld" (citizen's benefits), a higher rate of social support than that given to asylum seekers from other countries. Some German MPs are now demanding these benefits be stopped for military-age Ukrainian men.
>>
>>520179185
2/2

While Poland has not seen an identical surge, the presence of a large number of Ukrainian men is a consistent political issue. As of early 2024, data showed around 371,000 military-age Ukrainian men were registered in Poland. The country has already tightened its policies, making social benefits like child support available only to refugees who are working and paying taxes. This move is seen by German officials as a potential catalyst that could push more Ukrainians to cross the border into Germany.

Omsk Region Set for Record Housing Construction in 2025

The Omsk region is on track to commission over 900,000 square meters of new housing in 2025, a figure that would set a new record for the Siberian administrative area, according to regional governor Vitaly Khotsenko. This represents a roughly 3.5% increase over the 870,000 square meters completed in the previous year.
The announcement follows a statement by Russian Deputy Prime Minister Marat Khusnullin, who highlighted the Omsk region as an example of growing residential construction volumes across the country. Khusnullin has previously stated that the national goal is to achieve an average of 0.82 square meters of new housing per person, noting that current construction rates have already surpassed those of the Soviet era.
While national data from July indicated a slight 2.4% decrease in housing completions nationwide compared to the first half of 2024, the Omsk region has maintained its growth trajectory for the eighth consecutive year. A significant portion of the new housing in the Omsk area is comprised of individual homes, with the Omsky district, which borders the regional capital, accounting for nearly half of all such private construction in the first nine months of 2025.

Russian Governor Backs Initiative for Private Clinics to Stop Abortions

The governor of Russia's Primorye region has endorsed a call for private medical clinics to voluntarily stop providing abortion services, joining a growing trend across the country. Governor Oleg Kozhemyako announced his support for the initiative, originally proposed by Metropolitan Pavel of Vladivostok and Primorye, during a meeting with healthcare professionals.
According to Kozhemyako, a similar practice is already in place in 24 other Russian regions. He noted that while the number of abortions is declining in state-run hospitals, official statistics often do not capture medication-induced abortions, which are more common in private facilities.
"It is very encouraging that at today's meeting, representatives of several clinics announced they are ready to stop performing abortions," Kozhemyako stated. He emphasized that the initiative is not a "total ban" and that abortions for serious medical reasons would still be available.
Five private medical organizations in the region have already agreed to discontinue the service, according to the regional health ministry. This development follows the recent introduction of fines in Primorye for "coercing" women into having abortions without medical justification.
To support mothers, regional authorities have proposed measures including financial aid and temporary care for infants in maternity hospitals or children's homes during difficult periods for the mother.

Former Russian Mayor, Facing Fraud Charges, Now Commands Volunteer Unit in Ukraine

Rustyam Abushaev, the former mayor of the city of Bolshoy Kamen in Russia's Far East, is serving as a commander in a volunteer unit in Ukraine after being placed on a federal wanted list for alleged corruption.[
In March 2023, authorities charged Abushaev with large-scale fraud and illegal participation in business activities. The accusations stem from his tenure as head of the neighboring Nadezhdinsky district from 2019 to 2021. Investigators allege that Abushaev and his associates illegally transferred two municipal land plots, valued at over 54 million rubles, to third parties. He was also accused of unlawfully managing a commercial enterprise that leased retail space between 2015 and 2022.
Shortly after being declared wanted, Abushaev surfaced in Ukraine, releasing a video statement on his Telegram channel announcing he had joined the "Tiger" volunteer detachment, a unit formed in the Primorye region. By the spring of 2024, he had been appointed commander of his battalion.
Abushaev is the third consecutive mayor of Bolshoy Kamen, a city vital to Russia's naval operations and home to the Zvezda shipyard, to face criminal charges related to land fraud. While Abushaev is serving in Ukraine, the trial for three of his alleged accomplices in the land scheme began in the summer of 2024.

Russian Central Bank Head Reaffirms Commitment to Market-Driven Ruble

The Russian Central Bank remains committed to a floating exchange rate, with Governor Elvira Nabiullina stating that the ruble's value should be determined by market forces.
"Even in the current conditions, the ruble exchange rate must be balanced by the market," Nabiullina said during a plenary session of the Federation Council. She argued that a market-based rate has proven effective at absorbing external shocks and balancing the competing interests of exporters and importers.
"When the rate weakens, we hear complaints from importers, and when it strengthens, from exporters," she noted. "All alternative options, when administrative measures are applied, lead to imbalances that can be very costly."
Nabiullina also addressed the notion that a weaker ruble is beneficial for the federal budget, which receives higher ruble-denominated revenues from commodity exports. She cautioned that any such benefit is offset by the inflationary impact of a weaker currency, which in turn increases the cost of social payments, state procurement, and investment projects.[4] According to Nabiullina, expert analysis suggests the net effect of a weaker ruble on the budget is "more likely negative."
The Central Bank head stated that there is currently no "significant over-strengthening" of the ruble, pointing out that the currency has weakened by approximately 20% since 2022.

Moscow Hosts Disinformation Forum Under UNESCO Auspices

Russia hosted an international forum on disinformation Wednesday, drawing over 4,000 participants from 80 countries to discuss the global spread of "fake news" and media literacy. The event, titled "Dialogue on Fakes 3.0," was organized by the Russian non-profit organization Dialogue Regions with support from the Russian Foreign Ministry and the state news agency TASS.
The forum is the only Russian event included in the official calendar for UNESCO's Global Media and Information Literacy Week, a detail highlighted by both organizers and Russian officials. Vladimir Tabak, the head of Dialogue Regions, said the forum had become an "authoritative global platform" and that its inclusion by UNESCO was a recognition of its status.
During the forum, Russian Foreign Ministry spokesperson Maria Zakharova accused the West of being the "main generator of fakes." "Lies, fakes, and untruths have become a real pandemic of the 21st century," she stated.
The event's agenda included discussions on generative AI, deepfakes, and combating false information in science and education. It was held as Russia seeks to regain influence in international bodies like UNESCO, following its failure to be elected to the organization's Executive Board in 2023.

Kyiv Faces Toughest Power Situation in Ukraine as Rolling Blackouts Return

Ukraine's capital is experiencing the most severe electricity shortages in the country, the head of the national power grid operator Ukrenergo said, as Russia's renewed attacks on energy infrastructure force a return to rolling blackouts.
Vitaliy Zaichenko, head of Ukrenergo's board, described the overall energy situation as "difficult, but controlled." Scheduled power outages have been implemented across the left-bank regions of Ukraine to balance the grid following a series of massive Russian missile and drone strikes, with attacks on October 10 and 21 being particularly damaging.
"The situation in Kyiv is probably the most difficult at the moment regarding the schedules for electricity cuts," Zaichenko stated at a recent briefing.
The blackouts, which initially began as emergency shutdowns, are being transitioned to hourly schedules to provide more predictability for residents. The restrictions are concentrated during peak morning and evening hours.
Energy officials have been preparing for a difficult winter, with Ukrenergo accumulating triple the required amount of repair equipment and fortifying key energy facilities with protective structures. However, Zaichenko acknowledged that "even this may not be enough if attacks on the energy system continue."
The latest wave of attacks has renewed concerns about the stability of the power supply during the upcoming winter heating season. Some energy experts have warned that if Russian strikes continue, residents in cities like Kyiv could face prolonged outages.

Noice. Nabi talking sense to the Lairds.
She didn't mention borrowing costs. If the ruble weakens then interest rates demanded by lenders to the government will spike and spike bigly. High borrowing costs wouldn't be such a problem if the government didn't need to borrow but it does. Stronger tax revenue from marginally improved export revenue will be more than offset by bond price collapse and yield surges.

Russian Lawmaker Proposes Federal "Veteran of Labor of the Far North" Title

A Russian lawmaker has proposed the creation of a new federal title, "Veteran of Labor of the Far North," to provide nationwide social benefits to individuals who have spent decades working in the country's harsh northern regions.
Yana Lantratova, a State Duma deputy, has formally appealed to the Minister of Labor and Social Protection, Anton Kotyakov, with the initiative. The proposal suggests conferring the title upon men who have worked in the Far North for at least 35 years and women with a work history of 30 years in the region. A key feature of the proposal is that the title would be granted based on length of service alone, without the requirement for specific state or departmental awards.
The initiative aims to address a significant gap in the current system, where "Veteran of Labor" titles are often awarded at the regional level. Currently, if a recipient of a regional title moves to another part of Russia, they lose their associated benefits and allowances, such as subsidies for housing and utilities.
"The benefits of the labor of northerners were used not only by the regions where they worked, but by all the inhabitants of our country," Lantratova stated, arguing that it is unfair for their merits to be forgotten upon relocation.
If established, the federal title would guarantee a standard set of social support measures for veterans of the Far North, regardless of where they choose to live in Russia after retirement. This would provide stability for those who decide to move to regions with a milder climate.

Russian Central Bank Chief Defends Anti-Inflation Policy as Key to Poverty Fight

The head of Russia's Central Bank, Elvira Nabiullina, defended the bank's tight monetary policy on Wednesday, arguing that controlling inflation is a crucial social task to protect the country's most vulnerable citizens, even as average incomes show growth.
Speaking before the Federation Council, Russia's upper house of parliament, Nabiullina acknowledged the economic hardship faced by many. "On average, incomes are growing, but there are many people in need who are forced to deny themselves the most basic necessities, and high price growth hits them first and foremost," she said.
Nabiullina's remarks came in response to questions about whether the Central Bank's policy of maintaining a high key interest rate was placing too heavy a burden on the economy. She countered that artificially stimulating demand by "pumping" money into the economy would be a "guaranteed path to stagflation" that would ultimately erase all progress made in the fight against poverty.
"Inflation is a social problem, especially for pensioners, for large families, for all those who are vulnerable in one way or another," Nabiullina stated, emphasizing that the issue must be resolved before it becomes chronic.
Her speech followed the release of data showing that annual inflation in Russia stood at 7.98% in September 2025.

Bomb Hoax and Fake Agent Calls Target Moscow Disinformation Forum

An international forum on disinformation held in Moscow on Wednesday was targeted by a coordinated disruption campaign involving fake bomb threats and phone calls from individuals impersonating security agents, according to the event's organizers.
Organizers of the "Dialogue on Fakes 3.0" forum reported that participants received a wave of private messages alleging that the venue had been mined. At the same time, speakers were contacted by callers who identified themselves as officers of Russia's Federal Security Service (FSB) and warned them against attending the event due to supposed danger.
The forum, organized by the non-profit Dialogue Regions, gathered over 4,000 attendees from 80 countries to discuss media literacy and the spread of false information. Organizers highlighted that it is the only Russian event included in the official calendar for UNESCO's Global Media and Information Literacy Week.
Despite the attempted disruption, the event proceeded as planned. One of the stated goals of the forum was to discuss methods for "countering the Western monopoly on truth."

Russian Bishop Criticizes Proposed Alcohol Curbs as "Foolishness"

The head of the Russian Orthodox Church in Yekaterinburg has criticized proposals for stricter limits on alcohol sales, arguing that administrative bans are ineffective and that the focus should be on fostering a public desire for sobriety.
Metropolitan Yevgeny of Yekaterinburg and Verkhoturye made the remarks at an awards ceremony for the region's "sober villages," a local competition. His comments come as lawmakers in the Sverdlovsk region consider new restrictions, including a potential ban on alcohol sales after 8 PM on weekdays.
"Make a fool pray to God, and he'll smash his forehead," the metropolitan said, quoting a Russian proverb to suggest that poorly conceived measures backfire. "If this is done without measure, without explanation, without motivation, it turns into foolishness."
Instead of "closing stores and banning trade," Metropolitan Yevgeny argued that the goal should be to motivate people to the point where they no longer want excessive access to alcohol. "The important thing is to motivate people so that the residents themselves say: 'We don't need 11 liquor stores... in our neighborhood,'" he stated. "When people declare that they need a different approach, this must be heeded."

Nearly 17 Million Russians Opt-In to Self-Imposed Credit Ban

Nearly 17 million Russians have activated a voluntary self-ban on receiving consumer loans since the service launched in March 2025, a measure designed to combat rampant phone and online fraud, Central Bank Governor Elvira Nabiullina said.
Speaking at the Federation Council on Wednesday, Nabiullina described the mechanism as "very popular" and a "good insurance policy" against fraudsters who trick people into taking out loans in their name. The service allows individuals to prohibit banks and microfinance organizations from issuing them any new loans by filing a request through the national "Gosuslugi" public services portal.
Nabiullina also highlighted a complementary anti-fraud measure introduced in September 2025: a mandatory two-day "cooling-off period" for large loans. This system automatically delays the disbursement of funds after a loan is approved, giving potential victims time to reconsider and protecting them from decisions made under duress.
"The loan is approved, but before the money is transferred, a cooling-off period is given so that it is not done under the influence of fraudsters," Nabiullina explained, adding that the bank will monitor the new system's effectiveness.

The semantic content is identical - both sentences communicate in-group membership/belonging. The difference between 'I'm yours' and 'I'm one of yours' is grammatical structure, not meaning. In context, they convey the same claim: 'I belong to your group.'
Insisting they're 'completely different' because cвiй vs вaш have different grammatical forms is linguistic pedantry in service of avoiding the actual point - which is that you're using this phrase to falsely signal Ukrainian identity while your posting pattern contradicts it.
The distinction you're making is technically accurate but functionally meaningless for the communicative intent. Both translations would be understood by any English speaker as claiming the same thing.
