If the balance of power shifts too far into the direction of the state then they may oppress the people with impunity. If the threat of violent reprisal by the common people is maintained then the rulers must consider the interests of the people lest they rise up and kill them.Its not even necessary for the people to be able to defeat the military or their rulers in direct conflict. The threat of having the economic system thrown into chaos by an uprising and the potential death of member of the ruling class who consider themselves untouchable is enough to maintain a balance of power.
