The people did starve though regardless, I saw a documentary and they were saying that one of the only ways to get food to the city was across a frozen lake and the Germans kept trying to shell it. Some old lady brought out a piece of old bread from the siege, it was small but actually looked kind of tasty but she said that was all they would get in a day when it was at it's worst. It probably lost some moisture and shrunk, but anyways.
