It’s easier to gut it and start from scratch than it is to sift through 50 years of bureaucracy and determine what’s good and what isn’t. It’s extremely easy to add one little rule here and one little rule there. It’s very hard to pull any of those back. If you’ve ever dealt with regulatory hassle you’ll know what I mean. “Good enough” doesn’t exist to them because then it means they’d be out of a job.
