The company Gunvor, founded by billionaire Timchenko, close to Putin, refused to purchase Lukoil's foreign assets after the US Department of the Treasury called it a "puppet of the Kremlin."
"President Trump clearly stated that the war must stop immediately. As long as Putin continues senseless killings, the Kremlin puppet Gunvor will never receive a license to operate and make a profit," said the US Treasury.

Gunvor responded that this statement is "fundamentally incorrect and false," but at the same time announced the cancellation of the deal to purchase the foreign assets of the Russian oil company.

‼Poland and Romania have begun deploying the American drone defense system tested in Ukraine, — AP News

The American Merops system, consisting of compact units that can fit in the bed of a mid-sized pickup truck, is already being installed in Poland and Romania. According to the plan, it is expected to be deployed along the entire eastern NATO border — from Turkey in the south to Norway in the north, so that "Moscow would not even consider crossing it," Alliance military officials told AP.

Merops can identify drones and shoot them down, using artificial intelligence for navigation in case of satellite and electronic communication interference. It has successfully passed testing in the war in Ukraine.

The system can be used to protect both critically important infrastructure facilities, such as airports, and military units moving in combat zones.

>The President of Azerbaijan announced the transfer of the army to NATO standards

>Azerbaijan intends to expand military cooperation with the North Atlantic Treaty Organization and is already transferring its Armed Forces to its standards, President Ilham Aliyev said at a meeting with the NATO delegation. He noted that in this context the republic is closely interacting with Turkey - the parties recently signed a Memorandum of Understanding on strengthening mutual military security. According to Aliyev, Azerbaijan “has achieved its main goal since gaining independence at the beginning of the last century—the liberation of its lands from occupation” and will continue to modernize its army.

>98% of clothing manufacturers in Russia turned out to be fake companies

>The vast majority or 98% of light industry companies were unable to confirm the presence of production at the addresses indicated in the documents, said Deputy General Director of the Center for the Development of Advanced Technologies (CRPT, operator of the “Honest Sign” labeling system) Revaz Yusupov.

>He said that the experiment to identify fake clothing manufacturers was carried out over 1.5 years together with Rospotrebnadzor. The sample included 107 enterprises. Only two were confirmed to have their own production. At the remaining addresses, specialists found no equipment, no personnel, no warehouses for raw materials or finished products - mainly residential buildings, hotels or vacant lots were located in the declared locations.

>After February 2022, hundreds of foreign brands closed their Russian stores in response to the invasion of Ukraine. Among the manufacturers of shoes, clothing and accessories, Adidas, Nike, Reebok, Decathlon, Puma, Levi’s, H&M, Zara, Pull& Bear, Bershka, Massimo Dutti, Chanel, Louis Vuitton, Balenciaga and others have done this.

>In response, President Vladimir Putin called on Russian clothing designers to fill the vacated niches and promised them state support. “If someone leaves our market, then the holy place is never empty... Replacement of foreign owners and manufacturers will lead to an increase in the quality of service for our citizens. I am 100% sure,” Putin said then.

>The US decided to open a military base in Syria

>While Vladimir Putin is trying to negotiate with the new Syrian authorities on maintaining his military bases, Washington decided to station troops in the country. The US is preparing to deploy a contingent to the air base in Damascus, to facilitate a security agreement between Syria and Israel, six people familiar with the situation told Reuters.

>US plans for a military presence in the Syrian capital can be considered a sign of the country's strategic reorientation towards Washington, the agency notes, after Bashar al-Assad lost power almost a year ago. In turn, the United States lifted sanctions against Syria in May-June (except for those related to Assad and his henchmen), and this week presented to the UN Security Council a draft resolution to lift sanctions against its president, Ahmed al-Sharaa, who is scheduled to meet with Donald Trump at the White House next Monday.

>Based in Damascus, the American contingent will be stationed near southern Syria, which is expected to become a demilitarized zone as part of a non-aggression pact between it and Israel. The Trump administration is acting as a mediator in concluding such an agreement. Sources Reuters, those familiar with the preparations for the base to host US troops, including two Western officials and a Syrian Defense Ministry official, confirmed that the US plans to use the base to monitor compliance with the agreement.

>Continuing the war against Ukraine, Russia is losing influence in the Middle East, where it has tried to position itself as a strong regional player against the West, said Hannah Notte, a Berlin-based expert on Russian foreign policy and the Middle East and a visiting senior fellow at the Center for Strategic and International Studies. “When it comes to any large processes,
the main players in the region no longer look towards Moscow,” this was confirmed by its non-participation in the agreement on a peace settlement in the Gaza Strip.

>The largest railway car plant in Russia begins massive layoffs due to a collapse in sales

>Uralvagonzavod, Russia's largest manufacturer of railway cars, as well as the main supplier of tanks for the army, is launching a large-scale wave of staff cuts, reports E1.

>According to the publication, by February 2026, 10% of UVZ employees will be laid off. The company will also refuse to hire new employees. For a number of divisions, the scale of cuts will be “up to 50% of their staffing levels,” said source E1 at the plant: “As a result, efficient, highly qualified specialists are losing their jobs.”

>The abbreviations appear to be UVZ's civilian division is affected. Since the beginning of October, it has already been transferred to a 4-day working week, citing a sharp drop in demand for rolling stock. According to Rosstat, as of September, the production of passenger railway cars in Russia fell by almost half, freight cars by 28%, and tram cars by 26%. The plant’s main civilian customer, Russian Railways, put the budget for cars and locomotives under the knife due to a sharp deterioration in its financial situation. For January–September, the company received a net loss of 4.4 billion rubles, and previously reduced its investment program by a third - from 1.3 trillion rubles to 850 billion. Russian Railways' budget was hit by a sharp rise in interest rates and the worst collapse in freight traffic in 15 years, which began shortly after the invasion of Ukraine and continues for the fifth year in a row. In 2022, loading on the Russian Railways network fell by 3.9%, in 2023 - by 0.2%, in 2024 - by 4.1%, a record value over the last 15 years. In January–September 2025, Russian Railways transportation dropped by another 6.7% in annual terms.

>In October, the head of Russian Railways, Oleg Belozerov, gave instructions to prepare staff reductions and refuse to hire new employees due to the difficult economic situation.

SBU detained a "DNR" militant who tried to obtain a Ukrainian foreign passport to flee to the European Union

Counterintelligence of the Security Service prevented the escape from Ukraine of a militant from the Russian armed groups who fought in Donetsk region. As a result of preemptive actions, the offender was detained in one of the hotels in Kovel, Volyn region, from where he planned to leave for the European Union.

The investigation established that the suspect was a resident of Donetsk who joined the Russian-controlled armed group "Somali" of the so-called "DNR" in 2015.

As part of the militants, he participated in battles for Donetsk airport, where he was wounded and "written off" from the enemy unit.

At the end of October 2025, the suspect, under the guise of a displaced person, went to the western border of our state to obtain a Ukrainian passport to travel to the EU.

SBU officers timely established the whereabouts of the offender and detained him at the stage of preparation for escape.

Information is also being verified about the possible involvement of the detainee in the Russian special services' agent network, which could have planned his "assignment" to conduct subversive activities on the territory of the European Union.

During searches in the hotel room of the suspect, Russian and "DNR" passports were found, as well as a "military ID" and patches of the armed formations of the aggressor country.

Currently, investigators of the Security Service have informed the suspect of suspicion under two articles of the Criminal Code of Ukraine:

◾ Part 1 of Article 111 (state treason committed under martial law);
◾ Part 2 of Article 260 (participation in the activities of armed formations not provided for by law).

The offender is in custody without the right to bail. He faces 15 years of imprisonment with confiscation of property.

>The government is preparing tax cuts for Gazprom after losses of 1.2 trillion rubles

>Russian authorities are preparing tax breaks for the struggling Gazprom, which, after losing the European market, recorded losses in its key gas business for the second year in a row. From November 2026, Gazprom will receive a tax deduction for the mineral extraction tax on gas for a total amount of 64 billion rubles, Interfax reports with reference to amendments to the Tax Code prepared by the Ministry of Finance.

>Tax reductions are planned for Gazprom structures producing gas in Yamal. From November 1, 2026, the tax deduction will amount to 2.44 billion rubles per month, from August 1, 2027 - 3.5 billion rubles per month, from August 1, 2028 - 5.5 billion rubles per month.

>Gazprom, which tried to freeze Europe and, as a result, lost its key sales market, last year received 1.02 trillion rubles of net loss according to RAS. This year, according to reporting according to Russian standards, which includes only Gazprom’s gas business (without oil, LNG and energy assets), its net loss amounted to another 170.3 billion rubles for January-September.

>By the end of 2025, Gazprom will pump 78 billion cubic meters of gas for export to non-CIS countries, BCS analysts predict. This will be the second worst result for the entire modern company: it sold less gas abroad only in 2023 (69 billion cubic meters - the minimum since 1985).

>Compared to pre-war, Gazprom's exports fell 2.3 times. China now buys half of all gas at a 40% discount to market prices (38 billion cubic meters per year). Türkiye imports another 20 billion cubic meters per year, and supplies to Europe have fallen to their lowest level since the early 1970s. In January–October, Gazprom pumped only 14.7 billion cubic meters to the European market—10 times less than before the war.

>The Central Bank recorded an increase in non-payments in the economy and a deterioration in the financial position of companies

>The financial situation of companies is deteriorating, but “in general” they are holding their own for now – this is roughly how the leaders of the Central Bank look at the results of their policies, as follows from the published summary of the discussion of the key rate on October 24.

>They noted that “the turnover period for receivables has lengthened and the share of overdue receivables has increased.” This means an increase in mutual non-payments between companies.

>The Central Bank does not provide figures. The Rosstat report on the socio-economic situation, published five days after the discussion, states that at the end of August, 17.3 thousand companies had overdue receivables, and their amount amounted to 7.5 trillion rubles, including 5,1 trillion came from buyers. At the beginning of the year, there were 16.5 thousand such companies (an increase of 4.4%), of which the debt amounted to 6.1 trillion rubles. (+21.3%), including overdue 4.4 trillion (+16.7%).

>According to monitoring by the Russian Union of Industrialists and Entrepreneurs, in the third quarter, 39% of companies encountered non-payments from counterparties. Compared to the second quarter, their share jumped by 13 percentage points, or 1.5 times.

>Oil and gas revenues of the Russian budget have fallen by almost 30%

>The Russian budget continues to lose revenue from resource rents due to falling oil prices, a strong ruble and increased sanctions.

>In October the treasury received 888,6 billion rubles in taxes from oil and gas companies is 27% less than in the same month a year earlier, the Ministry of Finance reported on Thursday.

>In monetary terms, compared to October 2024, the budget collected 322 billion rubles less. Revenues from the key mineral extraction tax (NPDI) dropped by 26% year-on-year - from 908.1 billion rubles to 671.3 billion. As a cumulative total for 10 months, the budget received 7.5 trillion rubles in oil and gas revenues - 2 trillion rubles less than a year earlier (9.54 trillion). Moreover, the rate of decline is increasing: in January-May it was 14%, by the end of June - 17%, in July - 18%, in August - 20%, and in October - 21%.

>The Kremlin believes that the tightening of American sanctions, which Rosneft and Lukoil fell under, inevitably promises new problems for the Russian budget, sources told Bloomberg at the end of October. Russia's two largest oil companies account for half of exports, or 2.2 million barrels per day. And if we take into account the already blacklisted Surgugtneftegaz and Gazprom Neft, 70% of the oil that is exported abroad is under US blocking sanctions.

>Even if the exports of Rosneft and Lukoil are reduced by 5-10%, and discounts on Russian oil have to be increased, this will bring losses to the budget of 120 billion rubles per month, estimates Vladimir Chernov, an analyst at Freedom Finance Global.

>Russians will begin to be deprived of child benefits due to large transfers to bank cards

>The Russian authorities are going to reduce the number of recipients of the unified child benefit. To do this, it is planned to evaluate the receipt of money in bank accounts and deposits of families who receive assistance as those in need. In 2026, such an assessment will begin to be carried out as a “pilot project” in three regions: the Moscow region, the Yamalo-Nenets and Khanty-Mansi Autonomous Okrugs. This follows from the bill submitted to the State Duma along with the budget.

>According to the document, the experiment will be carried out in several stages. The government will devote the first seven months - from January to July inclusive - to organizational activities, then two months will be allocated to testing the methodology, after which its implementation will begin. Supposed, that after the family submits an application for benefits, the Social Fund will request from the Federal Tax Service (FTS) and banks information about the accounts, deposits and transactions carried out on them of all family members. If the total income in a family's bank accounts and deposits over the past year is twice their official gross income, benefits will be denied. The refusal will also follow if the funds received are equal to double the income, a source told Vedomosti.

>When calculating the total family income, salary, pensions, benefits, scholarships, alimony, income from transactions with financial instruments and other income of each of its members. In this case, only the accounts and deposits of adults will be subject to analysis. Accounts of individual entrepreneurs will be excluded from accounting; funds transferred from other accounts of family members; borrowed funds from credit and microfinance organizations, as well as money received from the sale of real estate and transport, subject to the transaction being confirmed by an agreement, assignment and payment document.

>Russians began to be massively denied mortgages

>Russian banks have sharply tightened the issuance of mortgages: at the end of September, the percentage of refusals to provide housing loans exceeded 60% for the first time. Overall, 39% of mortgage loan applications were approved, down 10 percentage points, than it was at the beginning of the year. This follows from data from the National Bureau of Credit Histories (NBKI), cited by Izvestia.

>The increase in the number of refusals is associated with the introduction of special restrictions by the Central Bank on the share of borrowers with a high debt load among bank clients, which came into force on July 1, 2025. says PSB Banking and Financial Markets Analysis Manager Dmitry Gritskevich. According to him, because of this, it has become unprofitable for credit institutions to issue loans to those who spend more than half of their income on debt and are still willing to make a small down payment on a mortgage. According to the Central Bank, as a result of the change in approach, in the third quarter of 2025, the share of risky mortgages with the borrower’s debt burden above 80% decreased to 6% versus 47% a year earlier, and with a down payment below 20% - to 3% versus 51% in 2023.

>At the same time, the key rate is reduced to 16,5% and cheaper loans have not yet returned the majority of the most solvent borrowers to the market, says NBKI Marketing Director Alexey Volkov. The situation is also affected by the increase in overdue loans, notes Inna Soldatenkova, head of expert analytics at Banki.ru. According to her, because for this, financial organizations are forced to maintain strict requirements for borrowers, since they have to allocate additional reserves for problem assets, and this reduces their possible profit.

>Shoigu proposed convincing Russians to go to Siberia “voluntarily and with joy”

>Siberia should become the center of new industrialization, and the state is obliged to create conditions under which people will move to the east of the country, said Secretary of the Security Council Sergei Shoigu and former Minister of Defense, writes RBC. According to Shoigu, decent salaries, subsidies and expanded benefits should stimulate the influx of specialists to Siberia. “In the Russian Empire and in Soviet times, the state sought to create such conditions so that citizens voluntarily and joyfully go to Siberia to build and develop the national economy,” he emphasized.

>The support system, according to Shoigu, should be comprehensive: for business - tax breaks and administrative preferences, for workers - social incentives. “A specialist came to work in Siberia and received a loan for housing and an interest-free car loan. If you lived and worked for ten years, the loan will be repaid by itself. This is a good incentive mechanism,” he explained.

>At the same time, the authorities are preparing measures against the depopulation of Siberia. According to the updated regional development strategy until 2035, the Ministry of Internal Affairs, the Ministry of Labor and the Ministry of Health received instructions to stabilize the population of the Siberian Federal District. It is planned to reduce mortality, solve the problem of personnel shortages - including in the social sphere - and stimulate the resettlement of compatriots from abroad. Work will begin in 2025.Since 1991, the population of Siberia has decreased by 12% - only the Far East has lost more. Now the district is home to 16.48 million people (11.29% of the country's population). Every year, about 287 thousand economically active residents leave the region. Demographic collapse 1990-x aggravates the situation: by 2030, the number of people aged 25–44 years may decrease by another 20%.

>Earlier, HRC member Sergei Karaganov stated that “Russia’s three-hundred-year European journey has ended” and called for returning the focus of development to Siberia. He proposed sending participants in the war against Ukraine to build a “new Siberian Russia”, recalling that labor collectives were formed in a similar way on the Trans-Siberian Railway and the BAM. According to him, many fighters “will stay there and become Siberians.” Karaganov said that he is working on the project “Eastern Turn 2.0” (“Siberization of Russia”) together with scientists, business and public figures. The focus is on the development of North-South corridors, which should connect Russia through Siberia with Asian countries.

>The tax authorities have begun mass inspections of unemployed Muscovites

>The Federal Tax Service (FTS) has launched inspections of able-bodied Moscow residents who do not officially work and do not report income for tax purposes. The head of the capital’s department of the Federal Tax Service, Marina Tretyakova, stated this at the department’s October meeting, RBC writes. According to her, the work on legalizing “gray” income brought the capital’s budget an additional over 2 billion rubles this year. Tretyakova emphasized that the issue will be under constant control due to threats to the budget and labor market.

>At risk are people with active movement of funds through their accounts in the absence of official employment, those who offer services publicly without registering a business, rent out housing but do not declare income from it, and lower prices when selling property. Besides, citizens making transactions with expensive assets, including abroad, as well as those for whom signals of unaccounted proceeds have been received, lawyers and consultants say, are under close scrutiny. According to MEF Legal partner Vadim Zaripov, tax inspectors first compare a person’s expenses and property with his official income, and if there are discrepancies, they call for a conversation. If the explanations are unconvincing, they request documents and may conduct an on-site audit.

>The main channel for obtaining information for the Federal Tax Service is bank statements on the movement of funds, which are an irrefutable source of data, notes Vladimir Varshavsky, managing partner of Varshavsky and Partners. According to Zaripov, social networks are additionally being studied - posts about travel, shopping and lifestyle, and artificial intelligence is used for this. Information is also obtained from ad services like Avito or Profi.ru, where people offer services, adds Yulia Zavyalova, head of tax practice at FTL Advisers.

Commodity trading house Gunvor has withdrawn its offer to acquire the international assets of Russian oil major Lukoil after the U.S. Treasury Department branded the company a "Kremlin's puppet" and signaled it would block the deal.
The move scuttles a multi-billion dollar transaction that would have seen Lukoil, Russia's second-largest oil producer, divest its extensive overseas portfolio in response to recent U.S. sanctions. The portfolio includes refineries in Europe, stakes in oilfields from Kazakhstan to Mexico, and a large network of retail fuel stations.
The deal's collapse was precipitated by a sharp statement from the U.S. Treasury on social media platform X, which said: "President Trump has made it clear: the war must end immediately. As long as Vladimir Putin continues senseless killing, Kremlin puppet Gunvor will not be allowed to operate or profit." The Treasury's public intervention underscored its intent to choke revenues funding Russia's war in Ukraine.
In response, Geneva-based Gunvor called the Treasury's assertion "fundamentally misinformed and false" but confirmed it was retracting its bid. "Gunvor is and has always been open and transparent about its ownership and business, and has for more than a decade actively distanced itself from Russia," the company stated, adding it welcomed the chance to "correct this clear misunderstanding."
Lukoil had accepted Gunvor's offer on October 30, just days after Washington imposed sweeping sanctions on it and state-owned Rosneft, giving the companies until November 21 to wind down operations.
Gunvor was co-founded by Russian billionaire Gennady Timchenko, a close associate of President Vladimir Putin. Timchenko sold his stake to his partner Torbjörn Törnqvist in 2014, a day before he was targeted by U.S. sanctions following Russia's annexation of Crimea. Despite the ownership change, concerns over the company's historical ties to Moscow have persisted in Washington.

President Donald Trump advocated for global nuclear disarmament during a meeting with Central Asian leaders at the White House on Thursday, stating he has discussed the issue with Russian President Vladimir Putin and Chinese President Xi Jinping.
"My doctrine would be denuclearization," Trump said at the unprecedented summit with the presidents of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan."We could blow up the world 150 times. There's no need for this."
The president asserted that the U.S. is the world's leading nuclear power, followed by Russia and a more distant China, which he claimed was "working overtime" to expand its arsenal.
"I've spoken to President Putin about it, I've spoken to President Xi about it," Trump said, adding that "everybody would like to spend all of that money on other things" that could benefit people. During the meeting, Trump also signed a $135 billion trade and economic deal with Uzbekistan.

Russia is planning to impose a 24-hour "cooling-off period" on domestic SIM cards that have been inactive for over 72 hours or are reconnecting to a network after being used abroad, the Kommersant newspaper reported on Friday, citing sources in the telecommunications market.
During this 24-hour window, access to mobile internet and SMS services would be suspended. To restore services sooner, users would need to complete a verification process by clicking a link sent via SMS and entering a captcha.
The measure is reportedly aimed at combating the use of unregistered or "ownerless" SIM cards, which authorities believe could be exploited to operate unmanned aerial vehicles (UAVs).
This policy expands on a similar "cooling-off period" introduced in October for foreign SIM cards roaming in Russia, a move intended to enhance national security. That initiative led to widespread issues, with users reporting they were unable to receive SMS messages, which are crucial for two-factor authentication for banking and other online services. Experts told Kommersant that the mechanism for Russian SIM cards is expected to be less disruptive.

Russian drones struck energy infrastructure in Ukraine's southern Odesa region overnight, causing fires and damaging several buildings, local officials said on Friday.
Oleh Kiper, governor of the Odesa region, said that while air defences shot down most of the drones, there were hits on energy facilities. The attack also damaged warehouse premises and an administrative building.
Emergency services responded to the scene and quickly extinguished all fires sparked by the strikes. "Fortunately, there are no dead or injured," the state emergency service noted. According to officials, 19 rescuers and three units of equipment were involved in the response.

Ukraine’s Special Operations Forces on Friday released drone footage showing successful strikes against a key oil depot and two fuel trains in Russian-annexed Crimea, part of a campaign to disrupt Russian military logistics.
The attacks, which took place overnight on Nov. 6, targeted the "Gvardeyskaya" oil depot near the settlement of Hvardiiske. The forces reported that their drones destroyed a large RVS-400 fuel tank, which was full at the time of the strike.
In the same area, the drones hit two trains on a loading rack, igniting tankers that were filled with petroleum products, according to the SOF statement. The released thermal imaging video shows large explosions and subsequent fires at the targeted facilities.
The operation also struck several other oil depots and fuel storage warehouses in and around the regional capital of Simferopol, causing multiple fires.
Ukraine’s General Staff had previously confirmed on Nov. 6 that its forces had hit fuel reservoirs on the Crimean peninsula.

The wikipedia article is hilarious, reads like he was too dumb to leave the country (or understand the law).

>in April 2022, Lira disappeared briefly in Ukraine, stating upon his release he had been detained by the Security Service of Ukraine (SBU).[8][9] In May 2023, Lira was again arrested by the SBU, and this time charged with 'producing and publishing material that tried to justify the ongoing Russian invasion', something illegal under Ukrainian law.[10][11] Lira was released on bail and subsequently tried to flee the country. He was arrested again for violating his bail conditions, and died of pneumonia in custody on January 12, 2024.[12][13]

Russia's FSB state security service said on Friday it had detained a Russian citizen in the Tambov region, about 450 km (280 miles) southeast of Moscow, on suspicion of treason for allegedly providing military information to Ukraine.
The FSB stated that the man, born in 1987, had proactively established contact via the Telegram messaging app with a Ukrainian blogger allegedly working under the direction of Ukraine's GUR military intelligence agency. He is accused of sending information about the locations of Russian military units involved in the war in Ukraine.
The security service also accused the man of transferring funds to a "pro-Ukrainian terrorist organization" that is banned in Russia.
He now faces criminal charges of state treason and financing terrorism, which carry a potential sentence of up to life in prison. Video released by the FSB shows heavily armed officers, some with "SOBR" (Special Rapid Response Unit) patches, leading a man into a house and forcing him to the ground. In a subsequent clip, the detained man, his face blurred, states that in September he "contacted Ukrainian journalists" and "passed on information... which showed a military unit."

Authorities in Russia's far-eastern Zabaikalye region have appealed directly to Prime Minister Mikhail Mishustin for federal intervention as a severe gasoline shortage grips the territory, highlighting a deepening fuel crisis across the country.
The regional government confirmed on Friday that it has sent formal requests to Moscow and the energy ministry to resolve persistent supply disruptions that have left petrol stations dry and forced rationing. The crisis, which began in October, primarily affects the widely used AI-92 gasoline.
In a statement to local news outlet Chita.ru, the region's economic development ministry attributed the problem to widespread delays in shipments from refineries, a situation it said was affecting "most regions of Russia, even those where refineries are located." Zabaikalye receives most of its fuel from the Achinsk and Angarsk refineries.
The regional shortages are a symptom of a broader national problem. Fuel deficits and sharp price increases have been reported from Crimea to the Far East for months. Analysts link the crisis to a confluence of factors, including scheduled refinery maintenance, logistical bottlenecks, and, crucially, the impact of Ukrainian drone attacks on Russian energy infrastructure. It has been previously reported that nearly 40% of Russian refinery capacity has been halted, with a significant portion of the downtime attributed to damage from the strikes.
Local officials in Zabaikalye are attempting to manage the situation by coordinating with refineries and Russian Railways to expedite shipments. Meanwhile, some fuel suppliers are using their remaining reserves to fulfill contracts for essential public services, and have imposed a 20-litre limit per customer at the pump where fuel is available. One regional official blamed the media and consumers for creating "artificial panic," leading to hoarding. This echoes a similar situation in August when some towns in the region resorted to selling gasoline via coupons.

Russian authorities have opened a murder investigation into the disappearance of a fugitive "crypto-investor" and his wife in the United Arab Emirates, who were allegedly kidnapped and brutally killed after their assailants failed to access a multi-million dollar cryptocurrency wallet.
Russia's Investigative Committee said Friday it had launched the probe after relatives reported Roman Novak, 38, and his wife Anna missing. The couple, who lived in Dubai, were last seen on Oct. 2 in the UAE city of Hatta, where they were driven to a lakefront parking lot to meet with supposed investors. They got into another vehicle and were never heard from again.
Russian media outlets, citing law enforcement sources, reported that the couple was kidnapped by a group of Russian nationals who tortured them to gain access to Novak's crypto wallet, which they believed held vast sums. When the wallet was found to be empty, the couple was killed, their bodies dismembered and placed in bags, and left in containers near a shopping center in Hatta.
Seven Russian citizens have reportedly been detained in the UAE in connection with the killings, with three suspected of carrying out the murder and four of assisting. They are expected to be extradited to St. Petersburg. Following the couple's disappearance, their two minor children were flown from Dubai back to Russia by their grandparents.
Novak was a notorious figure who had previously served time in a Russian prison for fraud. In the UAE, he solicited an estimated $500 million from international investors for a crypto transfer app called Fintopio, falsely presenting himself as a close friend of Telegram founder Pavel Durov and Arab royalty. He vanished after securing the funds, leaving investors and employees unpaid.

A Moscow court has ordered the nationalization of a prestigious boarding school founded by the parents of exiled oligarch Mikhail Khodorkovsky, in the latest move by the Russian state to seize assets linked to the Kremlin critic.
The Meshchansky district court on Thursday approved a request from the Prosecutor General's Office to transfer the "Podmoskovny" lyceum, valued at 1.25 billion rubles (£12.5m), into state ownership. The school's assets, including 86 hectares of land and dozens of buildings, had been frozen by the court in October.
Prosecutors argued the school, established in the 1990s for orphans and children from disadvantaged families, was "factually" owned by Khodorkovsky and his business partner Platon Lebedev, both of whom Russia considers state debtors. The lawsuit claimed the school's official founder, a company registered in the British Virgin Islands, was a front to hide the real owners.
In a striking ideological justification for the seizure, the prosecutor's office alleged that education at the lyceum was "politically biased" and fostered "a loyal attitude to anti-Russian manifestations." The filing also claimed the school's curriculum "forms a negative conviction about the Motherland" and that its teachers, some trained abroad, contribute to brain drain.
The lyceum's administration has publicly denied any connection to Khodorkovsky or Lebedev, stating its mission is purely educational. Founded at the initiative of Khodorkovsky's parents, Boris and Marina, the school has a notable history of educating children of victims of terrorism, including those from the Nord-Ost theatre siege and the Beslan school attack, as well as children of fallen special forces soldiers.

A Russian air strike on the city of Lozova in Ukraine's Kharkiv region on Friday caused a widespread emergency power outage, leaving the city and surrounding district completely without electricity, local officials said.
The attack, which occurred around 10:35 a.m., targeted critical infrastructure in the Lozova community. Mayor Serhiy Zelenskyi confirmed the blackout and said authorities were working to switch essential services to backup power generators. "Medical facilities are operating without change. Heating points are open," Zelenskyi said in a statement.
Ukraine's Air Force had earlier warned that a guided aerial bomb was heading towards Lozova from the direction of Russian-occupied Donetsk.
The strike is the latest in a series of persistent Russian attacks aimed at crippling energy and railway infrastructure in the Lozova area, which has been methodically targeted with drones, missiles, and guided bombs throughout the autumn. The city has experienced several complete blackouts in the past month, leading to rolling power cuts for residents even before Friday's attack. As of early November, prior to the latest strike, 40% of the community remained without consistent power due to the ongoing attacks.

Russian strikes across the Donetsk region over the past day have wounded at least three civilians, the regional governor said Friday.
Governor Vadym Filashkin reported that two people were injured in Malotaranivka, a settlement in the Kramatorsk community. In the city of Kostiantynivka, another person was wounded and a vehicle was damaged.
Over the past 24 hours, Russian forces launched 2,307 strikes along the front line and on residential areas in the region, according to local police. The attacks hit six populated areas, including the cities of Druzhkivka, Kostiantynivka, Kramatorsk, and Sloviansk, damaging at least seven civilian objects, among them four residential homes.
In Kramatorsk, a Russian drone struck a residential neighborhood after midnight, though no casualties were initially reported. Separately, in Sloviansk, Russian forces used a "Smerch" multiple-launch rocket system and a Shahed drone in attacks overnight, damaging outbuildings but causing no injuries, officials said.

Moscow’s Tverskoy District Court has arrested Igor Morozkin, the alleged owner of Userbox, a popular Telegram bot used for finding citizens' personal data, according to court records. Morozkin faces charges of illegal use and transfer of computer information containing personal data.
The case highlights an ongoing crackdown by Russian authorities on so-called "doxing" services, which utilize leaked databases to provide sensitive information for a fee. Morozkin was detained in St. Petersburg on Oct. 31, and the court sanctioned his arrest on Nov. 1. During searches, authorities seized mobile devices, server equipment, and over 40 terabytes of data.
Userbox, which is currently non-operational, is considered a successor to the notorious "Eye of God" bot. The owner of that service, Yevgeny Antipov, fled Russia in 2021 after his team was targeted by law enforcement. Other similar services, such as Himera, have also relocated their staff from Russia amid increased pressure.
Morozkin has filed an appeal against his arrest, which was registered on Nov. 5 and is now under consideration.

Ukrainian forces have attacked Russian oil refineries and depots at least 250 times since the start of the full-scale invasion, with a dramatic escalation in 2025 that has disrupted a significant portion of Russia’s fuel production capabilities. The campaign, utilizing long-range drones, missiles, and sabotage, has targeted 110 separate facilities across Russia and its occupied territories.
The number of documented attacks has surged, from just 18 in 2022 and 27 in 2023 to 94 in 2024. The current year has seen the most intense phase of the campaign, with at least 111 strikes recorded as of Nov. 6, 2025. This surge includes a recent successful strike on the Volgograd oil refinery, a major facility with a processing capacity of over 15 million tons of crude per year. The attack, confirmed by Ukraine's General Staff, forced the plant to halt operations after damaging a primary oil processing unit and a hydrocracking unit.
According to the head of Ukraine's Security Service (SBU), nearly 160 successful strikes have been carried out in 2025 alone, targeting refineries, oil terminals, and fuel depots that comprise a large part of Russia's defense budget.[5] The campaign aims to cripple Moscow's ability to fund its war effort by targeting its lucrative energy exports.
The attacks have been geographically widespread. While southern regions bear the brunt, with frequent strikes on the Ilsky, Afipsky, Tuapse, and Volgograd refineries, facilities deep inside Russia have also been hit. Refineries in Ryazan, Yaroslavl, and Kirishi have all suffered damage, demonstrating Ukraine's expanding long-range strike capabilities. In response to the growing impact, Russia has reportedly stopped publishing official statistics on gasoline production.

In one of his first acts as the new speaker of the Czech Chamber of Deputies, far-right leader Tomio Okamura ordered the removal of the Ukrainian flag from the parliament building, prompting an immediate backlash from opposition parties who responded by displaying three more.
Okamura, leader of the anti-immigration Freedom and Direct Democracy (SPD) party, was elected to the powerful post on November 5, 2025, following the formation of a new ruling coalition with the populist ANO party and the Motorists party. The Ukrainian flag had flown over the building since the beginning of Russia's full-scale invasion in 2022 as a symbol of solidarity.
"I have just ordered the removal of the Ukrainian flag from the Chamber of Deputies building. The Czech Republic comes first," Okamura announced on social media on November 6.
The move was swiftly condemned by opposition politicians. In a coordinated act of protest, parliamentary groups from the ODS, STAN, and Pirate parties hung their own Ukrainian flags from the windows and balconies of their offices in the parliament complex. "It's a shameful gesture," said Markéta Pekarová Adamová, Okamura's predecessor as speaker.
Okamura's election marks a significant shift in Czech politics. During the election campaign, he made a "fundamental revision" of all residence permits for Ukrainians a key condition for joining any government. He was quoted as saying, "It's time for the Ukrainians to go back... I would terminate their residence permits, let them go where they want." He has also stated he "wouldn't mind buying gas from Russia."

A Russian political party has introduced sweeping legislation aimed at curbing food inflation by capping grocery store markups at 15% and banning the sale of store-prepared "ready-to-eat" meals over public health concerns.
The bill was submitted to the State Duma on Nov. 6 by the "A Just Russia" party, led by Sergey Mironov. Mironov stated the goal is to combat "unreasonable and speculative price hikes," claiming that current markups by major retailers can reach as high as 300% on certain products.
The proposed amendments to the federal "On Trade" law include a hard cap on retail markups at 15% above the supplier's price, with a new requirement to display the product's cost price on the label. The bill also calls for a complete ban on the sale of ready-made meals prepared in-store, which the authors link to an "increased risk of contamination" and a rise in food poisoning incidents.
To support smaller businesses, the legislation would mandate that at least 25% of products on shelves come from regional producers and would also seek to limit the dominance of private-label store brands.
However, representatives of the business community have criticized the initiative as "unrealistic," particularly with the Central Bank's key interest rate at 16.5%. If passed, the law would take effect on September 1, 2026.

A senior Russian lawmaker has urged parents to pressure their adult children into marrying, sparking a public debate over traditional values and personal freedom. Nina Ostanina, who chairs the State Duma's committee on family, women, and children's issues, argued that it is both "possible and necessary" for parents to push their 30-year-old children toward matrimony.
"If a parent pressures their 30-year-old daughter [about marriage], I believe it's acceptable and necessary," Ostanina, a member of the Communist Party faction, told the Tatar-inform news agency on November 5. "I see nothing wrong with this."
Ostanina clarified that such pressure should not be applied to minors but becomes appropriate after the legal marriage age of 18. She framed the parental duty as one of participation in a child's destiny, motivated by a fear that their child might "go astray" without the stability of a family.
The statement comes as Russia grapples with demographic challenges and promotes a conservative social agenda. Ostanina balanced her remarks by acknowledging the importance of education and advising parents to build "trusting relationships" to ensure their guidance isn't perceived as undue pressure.
The average age of marriage in Russia has been steadily increasing. Over the past five years, the average age for brides has risen from 30.7 to 33.2 years, and for grooms from 32.8 to 35.3 years.

I'm wary about the numbers here because there is undoubtedly a significant black market which we don't know the size of. I would guess that it's up to, but not much more than, 10% of recorded Chinese-Russian trade.

But it does rhyme with all the other data we see of falling demand for imports which is emblematic of a recessionary economy especially as currency strengthens.
