I would genuinely respect him if he imposed a massive tax on all the vacant luxury apartments owned by foreign oligarchs and actually enforced it. Striking fear in the hearts of the Jews using NYC as one giant real estate investment trust is the only way to prevent the rent from continuing to skyrocket.

Unfortunately it’s a pipe dream. I said “actually enforced it” because it’s virtually impossible to enforce such a tax due to the nature of their owners. Most of those vacant properties are purchased through shell companies and offshore bank accounts, so taxing the real owner is out of the question.

The only real solution is to set an extremely strict residency quota requiring the apartment to be occupied for the majority of the year, and if not met the apartment is declared vacant and ownership is transferred to the city. This quota would either force the owner to rent out the apartment or sell it to someone who will. The obvious problems with this solution is that 1) there are a lot of rich American citizens with second or third apartments in NYC that likely wouldn’t meet the residency quotas (and they wouldn’t be happy), and 2) seizing property like this is a bit too close to doin’ a heckin communism for America.

The rent is high in NYC because of artificially limited supply. There are countless new apartment developments being built every year that are immediately sold to real estate holdings groups that do nothing but sit on them for years before selling them off to another investor. Literally the only reason these developments keep being built is because it’s insanely profitable for developers to keep building them when it’s guaranteed every unit will sell for basically whatever they charge. You’re always going to make your money back, it’s risk free.

If you were to force these apartments to be rented out by their owners it would cause a flood of new apartments to hit the market and rent would decline naturally in the now competitive renter’s market.

Change zoning laws. I'd avoid a land value tax since it is NYC and they don't need to pay more.
The issue is, that maybe, rent control could be used, since the crisis has effectively metastasized; but I think think Mamdani is the wrong man for the job. Reading his policies, he seems to be a genuine believer that it works. Compare housing costs in Berlin – they tried that, worked briefly, then they made things worse. Mamdani doesn't get it.
Also, stop blaming boogiemen, they aren't untying your shoelacing like a cartoon villain.

Fortunately no politician is the one actually drafting the policies, that's why they have cabinets. Politicians are just the figureheads to say what they want to do. It's the job of those they hire to come up with a plan that can actually work when applied to the real world.
