When faced with overwhelming majority disagreement, most people will back down and try to embrace the dominant viewpoint. This can be used easily by powerful voices (media, for example).

This is amplified because groups that listen to a centralised source will have similar opinions, people who come up with their own stuff will have varying views. It makes the centralised group seem more dominant due to their similarity.

Small groups that really stick to their view can still be very influencial. If you can control which ones of these extremist groups is included or excluded, you should have a lot of control over the group behaviour.
