The system is weird for outsiders but it's preferrable to a melting pot because they can preserve their cultue, self government and lifestyle without decadent imports from European cultures. This approach works because it protects people from ills of civilization. Sadly, it's a parasitic system. It can only work as long as there are hundreds of millions of Americans and just a handful of the recognized indigenous groups.
