They are apparently already reducing spending (including off-budget spending) on the military this year (picrel) and I don't see any reason why this trend won't continue next year. Oil revenues are down and non-oil revenues aren't keeping pace with spending demand. I haven't mentioned inflation either, so spending cuts are even worse.
And on top of all this the overall economy is in decline and production of basically everything civilian is down. In spite of high inflation, there's still a liquidity shortage which is now a credit crunch which is morphing into a banking crisis.

A map based on statistics from "Andrei Agapov's working group" documents publicly verified deaths of soldiers from the region between the start of the full-scale invasion on Feb. 24, 2022, and Nov. 7, 2025. The data, gathered from open sources, provides a granular view of the conflict's impact on individual municipalities.
The highest number of fatalities was recorded in Petrozavodsk, the capital of Karelia, with 241 confirmed deaths. Other heavily impacted towns include Segezha with 93 deaths, Kontupohja with 85, and both Pitkäranta and Aunur with 71 each.

Belarusian President Alexander Lukashenko on Monday threatened to confiscate more than 1,100 Lithuanian trucks stranded in his country, escalating a diplomatic crisis after Lithuania closed its border.
Lukashenko stated that on his personal orders, all Lithuanian trucks have been moved to special lots and placed "under protection." He announced that owners would be charged €120 per day for the service and warned that if the vehicles are not collected soon, Belarus will take measures "up to and including confiscation."
The move comes after Lithuania requested the temporary opening of the Benyakoni–Šalčininkai border crossing to evacuate the stranded vehicles, a request Minsk denied. Vilnius closed the border on Oct. 29, citing an increase in cigarette smuggling operations using weather balloons, which repeatedly forced the closure of Vilnius's international airport.
Lukashenko claimed Belarus was prepared to reopen the border "within hours" but that "the ball is on their side." He accused Lithuania of acting under pressure from the United States. The Belarusian leader asserted that his country transports "practically nothing" across the Lithuanian border due to existing sanctions. Meanwhile, he ordered that the stranded Lithuanian drivers be provided with necessities and allowed to cross the border back into Lithuania.

English Court Orders Ukrainian Oligarchs to Pay Over $3bn in PrivatBank Fraud Case

The High Court of England has ordered Ukrainian oligarchs Ihor Kolomoisky and Gennadiy Bogolyubov to pay their former lender, PrivatBank, more than $3bn, bringing a long-running and complex fraud case to a decisive conclusion.
In a damning judgment, Mr Justice Trower found that the bank's former owners had engaged in a "fraud of Byzantine complexity" and built their defence on "dishonest foundations." The ruling follows a July decision that found the pair had illegally misappropriated nearly $2bn from the bank through a "highly complex loan recycling scheme" between 2013 and 2014.
The final award, issued on Monday, orders the defendants to pay $1.76bn in principal damages plus $1.19bn in interest. They must also make an advance payment of £76.4mn (approx. $99.6mn) to cover PrivatBank's legal costs. The court awarded costs on a "full indemnity" basis, a punitive measure reflecting the judge's view that the defendants' positions were "inherently implausible and based on deliberate lies."
The court rejected the defendants' application for permission to appeal and to stay the enforcement of the judgment. The full amount is due by November 24, 2025, after which interest will continue to accrue.
PrivatBank, which was nationalised in 2016 after a $5.5bn hole was discovered in its balance sheet, said it would immediately pursue enforcement against the oligarchs' assets if the payment is not made voluntarily. Kolomoisky and Bogolyubov have been subject to a worldwide freezing order on their assets since December 2017.
The judge was highly critical of the defendants, noting that Kolomoisky "seems to have regarded himself as above the law" and that Bogolyubov's attempts to distance himself from the fraud were "deeply misleading and dishonest." Neither man gave evidence during the trial. Kolomoisky is currently under temporary arrest in Ukraine on separate charges.

According to the court, Ulyanov was serving in a unit stationed in the self-proclaimed "Donetsk People's Republic." He failed to return from his leave on February 25, 2025. He was apprehended as a deserter in Chelyabinsk on March 12 and confined to the military assembly point in Chebarkul pending his return to the front.
In the early hours of March 17, Ulyanov and another serviceman, Davyd Felde, brutally assaulted a fellow soldier inside the barracks. The victim died from the severe injuries sustained in the beating.
Ulyanov was found guilty of both desertion (Article 337, Part 3.1 of the Criminal Code) and intentionally inflicting grievous bodily harm resulting in death (Article 111, Part 4). Felde was convicted on the latter charge. The court’s verdict, filmed by its press service, was delivered less than two weeks after the incident.
