Whatever resources are up there are extremely difficult to extract, which makes it difficult to make profitable, which drives boring businessmen to just make their Earth-based extraction more efficient. We do launch plenty of stuff into space, but almost all of it is to orbit, where it can directly affect Earth and create revenue streams thereby.

Space is too big to be conquered in the age of the merchant.

Say, it isn't viable to set up space mines for aluminium but if you set it up for in situ use you can start sending some down.
