Science is done in painfully small steps. When creating one link that hasn’t been replicated a lot, it would be imprudent to leap to conclusions that were not studied. You’d need to cite these two and replications of them, conduct a meta analysis to say there could be a connection. Once that new theory is established then you can cite that to look at both blood volume and brain size at the same time along with surveys to look at drinking behavior and control for confounds.

If that finds the expected trends, then it needs to be replicated at least a few times and opened to criticism. Another scientist might say you didn't control for something else known to reduce brain size.

Etc and around it goes until one conclusion becomes a consensus. These things take time, but properly funded the topic could be far better understood in just a few years.

The country has millions of people, you cannot just change policy or health recommendations over one study and a maybe.

You’re probably right so yes this should be funded and regulations changed where applicable. Write a university and senator to see if you can get something funded.
