Aristotle's idea of a polity was inextricably linked with a city-state: i.e. a culturally and linguistically homogenous society existing on a small geographic area. And yes, Athens was a major power. But the heart of Athenian power and Athenian politics was in Athens and its immediate suburbs: Athens controlled other territories but they all had their own semi-independent local governments (who were just obliged to contribute to a "joint defense fund" under Athenian control or face Athenian invasion). When Aristotle talks about a polity and the different types of regime he's thinking of the governments of city states, some of which were like Athens and others which were weaker and dominated by larger powers. Some of what he wrote applies to larger states consisting of multiple cities with equal political standing, but some of it does not.
