You have to change which food is cheap and plentiful. Start with the food pyramid that was written by the grain companies. Throw it out, prosecute anyone involved for crimes against humanity, executions if possible. Then retool agriculture so non-starchy vegetables, meat, and dairy reign supreme in the diet. Meat is higher in fat but also more satiating and doesn't cultivate a mind-controlling gut microbiome that's always demanding more sugars, so people would actually eat less overall.
