Russia Proposes Using Drones and Satellites to Automatically Fine Landowners

Russia's state land registry, Rosreestr, has drafted amendments to federal law that would allow it to use data from drones, aircraft, and satellites to automatically initiate administrative cases and issue fines for land-use violations without direct contact with property owners.
The proposal, reported by the Kommersant newspaper, aims to streamline state land supervision by enabling remote detection of infractions such as unauthorised land seizures, failure to use land for its designated purpose, and illegal construction. According to the draft legislation, data from aerial and space imaging would be cross-referenced with the state property register (EGRN) to identify discrepancies. Landowners would then be notified of violations and fines by registered mail or email.
As part of the initiative, Rosreestr also proposes a significant increase in penalties for non-compliance. Fines for individuals for certain violations could rise from the current 300-500 rubles to 10,000-20,000 rubles. Fines for legal entities could increase tenfold.
Officials argue the changes will enhance the efficiency of land control, simplify administration, and improve fine collection. If adopted, the new rules are slated to come into effect on January 1, 2027

Based on the obtained facts, the Security Service investigators have initiated a criminal proceeding under Part 1 of Article 438 of the Criminal Code of Ukraine (war crimes).

The investigation is ongoing to establish all circumstances of the event and the persons involved, to bring the guilty to justice.

Comprehensive measures are being carried out by SBU officers in Donetsk and Luhansk regions under the procedural guidance of the Donetsk Regional Prosecutor's Office.
