The main reason the government won't disclose the ayy presence is because they ayys don't respect the government or human authorities. i think its sometimes just a matter of compartmentalization, like in the military, what I imagine as the most honestly blatant of hierarchy. Its not that those that get to the top must be evil, or those at the top do not/ cannot care about those below. Its that at a certain level they are so far abstracted from the base level individual they are operating soleling in the influence of larger pieces. At a certain ponint the pieces that are being moved and managed are impossibly larger than individual people.
