But the Energoatom debts remained frozen, since he no longer controlled the company and Energoatom had no money.Then a new group came in - first Shefir, then Mindich and Halushchenko - and they devised a very simple scheme:If old debts exist, they can be monetized. The debts were routed through several intermediaries and shell companies to hide any links to the earlier corruption.
