Jupiter matters because it offers more benefits to a spacefaring civilization than any other location in the solar system;It's the single most ideal place in the system to establish a long term presence since it has its own system of asteroids in its lagrange points which are far more ideal for a mining operation than the asteroid belt. It also has a strong gravity allowing you to chuck resources towards it from almost anywhere in the solar system and then capture them with minimal effort.Plus the moons are very resource diverse and neatly in Jupiter's ecliptic plane, making them far easier to move between than planetoids like Ceres and other asteroid belt objects.
