They're carefully tied up.Most of who could implement such action ( Army, Security services ) are commanded from mainland with strong ties there ( career and actual workplace, immediate family, apartment, home, savings account etc). It's heavily dependent to mainland too - there's very little local manufacturing, food or energy production etc. It's basically a military base with warehouses to store food, fuel and other pre-fabricated resources shipped from mainland.

There was a small independence movement in early 2000s but they all were banned, imprisoned or fled the country.
