No form of governance works for very long when you're dealing with millions of people spread across hundreds, if not thousands, of miles. Humans were meant to be with and focus on their family and friends who live in their immediate vicinity and share their same culture and history as a result of geography. I suspect they were mostly loosely joined clans generally acting independently of each other, but all generally united under one culture due to genetic and geographic proximity and the only time votes took place on a tribal level were for big things that would effect all the clans in the tribe. That certainly seems like the most effective way to keep groups of 10s of thousands together to me. This is like landing on an alien planet compared to what we have today with thousands of atomized tiny families who have nothing in common with each other all packed into the same area for some reason all with different understandings of the world and all expected to come together as one and agree on national policy.
