Ghetto street gangs, biker gangs, and mafias were permitted to keep operations going as long as the money keeps flowing. Limited territorial wars are permitted as long as it does not interrupt business. Even presidents such as George Bush Sr and Bill Clinton were directly involved, and in Clinton's case there's at least a dozen mysterious deaths in Arkansas (some of them young boys) related to clandestine drug trafficking operations.
