Horrific. Sacrifice the interests of many for the interests of a few, ironically all in the name of equality. In theory, it could have a shot at working in an ethnically homogenous area where the populace has similar values, but to switch to this system from other systems is almost guaranteed to cause crimes against humanity along the way.
