it's feasible enough to try. whether or not it actually works for sure is something we can't actually know until we have the first mars base. how well that goes will determine the feasibility of an entire city. radiation, dust, microgravity, there are many challenges. tunnels and martian concrete or burying structures if the radiation proves more difficult than hoped, electrostatic materials to get rid of dust is something being tested for the artemis lunar spacesuits (its actually a big problem), some have considered spinning rings you spend some time in daily if microgravity ends up a bigger problem than hoped for. or maybe it ends up not as big a deal as expected, maybe humans are more adaptable then we know. but if it doesn't work out we can always build giant rotating cylinders at lagrange points until neo-zeon forces drop one on earth and trigger a space war with mobile suits.

Being on mars would the hardest core kind of living imaginable. Every single drop of water and puff of air is rationed. Tiniest mistake or moment of lazines is death. Constant health problems from gravity and hazardous environment. Knowledge for every possible breakdown of equipment. All that to carve out a decent size cave i think.
