If a decision is made by fascism, a minority is deciding over the case (I think this is most common in western systems).If something is decided democraticly, the majority declares itself the authority to decide what is good and right for everybody. This does not fully legitimise any choices.If a free market exists, no decision is made and everbody can buy or do what they want. Unfortunately the markets are becoming more and more locked down, turning this into either the fascist (most common), or the democratic case.
