Because civilizations are superior to cultures. We used to see the utility in civilizing stone age tribes so they didnt have to live in tents chasing wild animals around and killing other tribes for hunting ground access. Now that we understand huge swaths of the human population would rather live at a stone age level of development, I agree with you that we should cut them off from government subsidies, ban them from operating casinos, and allow them to live in tents and hunt their food like their ancestors did.
