Radiation monitoring stations fail-high as a safety feature.
This is a standard industrial practice when it comes to environmental monitors since it's better to presume the reading is actually the maximum when no data is being received, rather than have it read zero while the environment around it isn't actually safe.
Wouldn't really matter much for just radiation detectors for this application, but those same systems might also be used in a facility where it's 100% necessary due to the presence of both dangerous sources of radiation.
It's also the reason why fire alarm switches are normally closed, and pulling it opens the switch, which tells the controller to sound the alarm. Otherwise if the cable had been cut, pulling the alarm handle wouldn't do shit.

It's literally just a coms issue.
Could be something as simple as a fuse blowing in the controller's cabinet taking the meter offline, or just an internet outage in that area.
Public environmental metering isn't exactly considered vital infrastructure unless there's an actual radiological emergency, and even then it's more of just a basic reference until more accurate metering can be performed.
