They curated until the posters left are approved. If no one that dissents is left, then it become an echo chamber. Even if you find a subreddit that is not complete garbage if it becomes popular, it will be shut down unless it plays by the reddit admins beliefs. A common reason to ban a subreddit from the site, is to alleged that it is unmoderated. As such the admins will simply remove the moderators that are there. Look, said subreddit has no moderators. So it has to be banned. They allow a few to exist as cover. So say r/conservative and hell even r/4chan.
