I'd say there reputation really became tarnished when Emperor Basil II massacred the Bulgarian captives, he ended up getting the nickname Bulgar slayer. This pissed them off and they eventually revolted and one of there kings became the Roman slayer later on as vengeance. Then you had the end of the Kommenos dynasty which was a good dynasty but Manual Kommenos made a mistake on focusing on Europe instead of Asia minor which had been there core for centuries. As a result he was defeated by the Turks who were in decline. His successors the Angloids were very shit at governing and the Bulgarians took advantage of the situation declaring independence. Then of course Constantiople was sacked. But miraculously the Niceans survived and made a comeback under the Vatzaes and Laskaris. Michael VIII Palaeologus is what tarnished Byzantine reputation for everyone including there own citizens.
