Basically, if you're gonna spend a gorillion dollars, send out unmarked men and vehicles that invite impersonation, hit up places like schools and official immigration appointments, and generally rile up the citizenry you should be getting the deportation high score. To do all that shit and still come up short of the guy who was doing it with some amount of subtlety means that either you suck at it or the deportations are not your real goal and your real goal is something like a show of force. Both those options suck, so he should pack it up and do something else.
