I believed this in 2013 because that was a masterstroke, and up until the 2022 invasion Russia had a clear and achievable geopolitical strategy. The goal was to leverage their natural resources (their biggest strength) to create dependency in Central Europe, particularly Germany, while gaining capital to develop their economy and investing in infrastructure/capital to support the opening of the northeast passage, gaining control over what would be the most geophysically efficient east-west trade route. every nation which has controlled east-west trade across history has become incredibly wealthy. Eventually this wealth would allow Russia to reassume globe-spanning great power status and potentially wrench Europe away from the transatlantic system.

Basically all of Russia's moves up to 2022 made sense in this context. missions in Syria to prevent a Gulf-Turkey pipeline, in the Sahel to prevent a transaharan pipeline, rebels in Donbass to prevent development of Ukrainian resources, nurturing conflict in the Caucasus to hinder alternative routes for Caspian gas, etc. Not all of it worked all of the time but it made sense.

Some kind of action in 2022 would have made sense. Ukraine was gearing up to crush the rebels in Donbass which would remove that impediment to developing their energy resources and would have created an independent alternative. But the whole hog blyatskrieg was nonsensical and Russia has now expended several critical years (ie, the years of peak oil demand, and likely peak or near-peak Russian production) and shredded ties to the west at a time when it needed western capital investment. Biden was all but signalling there'd only be a slap on the wrist if Putin just took Donbass but Russia went all-in.

It makes me think all of this 8d chess was just a drunken gambler getting lucky for two decades.
