If I were an alien tasked with conquering a planet, I would use technology to disguise my troops as the native population, take up leadership positions, and make nothing but retarded decisions, convincing the natives that they do not have the capacity to self-govern effectively. Then I would pretend to make first contact, and offer my magnanimous governance in exchange for their resources, subjugation them entirely of their own volition. I'm sure the similarities between that and the incompetence of world leaders is just a coincidence, right? Humanity has never had effective leaders; it's always been this way.
