I find that vaccinations in general are like this. And religion. And Trump. I don't think human behavior is that unpredictable or confusing.People move in groups, want the group to like them, and don't think very hard.
I think we're also being primed for additional mass formation in the future. This is only the first wave. The next will be far bigger. If the mechanism is fear and anxiety, then there is nothing to cause more of that than war and economic doom. We have heaping helpings of both.
