It seems like they're stalling out hard. Putin's recent speech was widely panned by Russian milbloggers for being delusional and claiming all kinds of gains that don't exist on the ground. Starting about 6 months ago, they started doing the flag raising infiltration missions to claim they captured areas they didn't. This is now what an army that is winning engages in.
