It makes sense since the ocean and the earth are the only two objects of relevance in the story at that point.

The ancient Hebrews had no conception of "heaven" as some alternate dimension, or alternate world. To them "heaven" was the ocean above the firmament. The word literally means "ocean in a high place".
They didn't have a concept of "hell", that's a much later idea that was borrowed from Odinism actually, which itself borrowed it from Greco-Roman ideas. Their correlary to it is the ocean below the ground, sometimes called Sheol.

There are numerous other places in the bible where this interpretation is made clear.
God is said to rule "over the waves", referring to the ocean over the sky. Our civilization is said to be "founded upon the floods", referring to the ocean underground. In Noah's time the windows of the sky open, dumping water onto the earth. And the cracks of the great deep burst open, bubbling forth the ocean underground. These two sources of water are enough to return the earth to its original state, a giant ocean.

Their conception of the earth was a flat disk, so keep that in mind too.

I do think a lot about the potential and implications of a character being pure allegory or not. There is also a lot of time that the Bible doesn't spell out, because the Bible was compiled and written as an epic rather than as a historical account. What I do know is that one needs to learn from epics the things the epics teach. I bet there is a lot of history in it, but it needs to be understood spiritually. Adam and Eve ate of the fruit of the Tree of Knowledge of Good & Evil so that they can define for themselves what is "good" and what is "evil". When God confronted them and asked Adam and Eve why they were hiding from Him, Adam and Eve were unrepentent and instead blamed anyone other than themselves for disobeying God. That's what happens when you sin, you hide from God and try to avert yourself from anything that reminds you of Him. "Pharoah" from Exodus was never given a name, but there is so much to learn about how God delivers the Israelites out of peril from it. Plus, "Egypt" is mentioned similarly to how "Babylon" and "Sodom" are. The historicity of it isn't what I deem so important, so much as how I can understand God through it, and how God works it in our lives on a grand scale, and that to me is the fundamental truth of the Bible.

All the same, be careful of Arguments from Silence, which is a fallacy that claims that a claim is true or false by how little to no available evidence there is.

I am a Christian, and I am a layman. Eastern Orthodoxy I think would identify the disciple as I think John(?), but the Gospel of Mark never named him, and I don't personally think that disciple's identity is as important as what happened, or if it were allegory, what it showed of the shameful spiritual state of the disciples being like Adam and Eve, hiding their nakedness from God.

And who or what is Israel at the end of the day? Jesus was the way by which God rendered the non-Israelites clean, and even the "unclean" animals being clean to eat. Peter did so by opening the gates to Heaven to render the Israelites as carrying the Holy Spirit, then the Samaritans, and then the Gentiles. This happened in the Book of Acts.

God sees the Israelites, the Samaritans, and the Gentiles equally and worthy of carrying the Holy Spirit in them and this is Biblical. He's not just "for the Jews" or whatever.

If the covenant with the "Jews" are "still active", and if the Muslims worship the same God as the Christians, then nothing from any of those listed religions have any meaning. In the Pope's defense, Jesus did wash the disciples' feet, lowering Himself to them. I do hope that the Pope didn't do this as a performance, but I would prefer that the Pope did so maybe to the downtrodden and homeless of Rome instead, or something other than to make a statement about opening the flood gates to those who would see to the destabilizing of the host nation.
