If this brokered peace deal is finalized and made official it will set a new precedent.Any dictator can start a war and invade another country.The war will eventually bog down.After 2-3 years the aggressor gets to set the terms for the capitulation of the invaded.In short the aggressor wins and gains whatever he/she likes through force.
