The government should simply step in as an "employer of last resort" with a guaranteed job program. It wouldn't be a great job, but it would be guaranteed: if you need work or want work, they will find something for you to do. And then because it is a guarantee, it automatically sets the floor.If someone has a great high paying job, they won't want the job guarantee job. If they are independently wealthy, they won't need it. But if someone's current job won't give them more hours, or some other reason, they can just jump ship to the government job guarantee program. It will naturally force better conditions in the private sector.
