You can not have a state that calls another state names, participate in actions against that other state and then not have the power to stop the state you called out, if they go ham. You just can't. Or you can try to do it, but then you live on an assumption that the other state is too busy with other stuff (trump US is getting less busy over the world) or is nice. And no state is nice in the long term.
