In Australia we speak English around foreigners and in formal situations, but we do have our own dialects, in my area the informal dialect is called Boganese. Foreigners don't understand it, so shouldn't we call it a language? It's a one way street: If I speak Boganese to an Australian doctor or merchant, the response will always be in English.

I wonder if similar situations happened to Ukrainians - one person goes to a job interview and speaks Russian, the interviewer responds in Ukrainian. The job interview is already over. Even though both people speak Russian, that isn't the "prestige" language.
