I have lived in 3rd world countries for work. They will do just find. Whenever there was an issues like hurricane or power outage it was always the 1st world tourist that lost their minds. SHTF is called Tuesday in 3rd world countries. They will do just fine.

The only issue is the earth's magnetosphere is weak as shit right now so these weaker flares seem more powerful to us relative to our defenses. Still, this one is facing away so it's nothing.
