I grabbed some data
George W. Bush from 2001-2009 did between 50 and 57 drone strikes in Pakistan, Yemen and Somalia.

Barack Obama from 2009-2017 did between 540 and 563 drone strikes in Pakistan, Yemen, Somalia, Afghanistan, Iraq and Syria.

Trump's 1st term 2017-2021 shot up to 2200-2400 drone strikes in Yemen, Somalia, Afghanistan, Iraq, Syria and Pakistan.

Biden 2021-2025 did 400-450 in Afghanistan, Somalia, Iraq, Syria and Yemen.

This year in Trump's 2nd term, he's done 20-30 strikes in Venezuela, Somalia and Yemen.

Key Comparisons and ContextScale and Pace: Obama normalized and scaled the program (one strike every 5 days), while Trump (2017–2021) accelerated it (one every ~1–2 days in peaks). Biden de-escalated dramatically (54% drop from Trump's last year). Bush's era was foundational but limited by technology.
Civilian Impact: Civilian deaths peaked under Trump (2017–2021) due to relaxed oversight (e.g., no White House approval needed). Obama's "near certainty" rule reduced rates mid-term but didn't eliminate them. Recent Trump actions in Venezuela echo Bush/Obama-era justifications but face criticism for provocation without imminent threat proof.

All that to say: Trump has barely killed anyone this year. Look at his previous numbers. He could be doing thousands of strikes directly into Venezuela. The president actually plays a pretty small role, considering the military industrial complex is made up of thousands of people and connected businesses and they are acting on long term strategies concocted decades earlier. The president is likely locked-in to an existing strategy, with a little bit of leeway. He is the figurehead and he can negotiate on behalf of the country with threats that are economic or military. The military is obligated to follow the lead of the 'commander in chief' but he's still just a temporary figurehead for 2-4 years, and we can't expect one man to overturn decades of planning on a whim.

So personally I don't even blame any individual president for ramping up drone strikes. Obviously drone warfare is the way warfare is done and they are doing it.

Secondly, there were no civilia casualties in these strikes, and collateral casualties are not civilian casualties.
"Civilian casualties" are when the civilian are voluntary targetted, this was never the case.
