It's a fair point desu. There's a tightrope to cross. Europe has excluded the US, GB and Turkey from privileged access to at least its first tranche of debt-based rearmament worth €150B. It has included Canada however. It's not clear that many European countries are all onboard with rearmament either, including even big countries like the Italians and the Spanish.
I'm not clued up on why the EU is the mechanism for delivering this rearmament, as opposed to simply national governments, but I suspect it's got something to do with issuing the volume of credit. And French politicking of course.

Well I skimmed through this and most of it went over my head. It seems the key difference is the type of asset used as collateral. Secured credit uses illiquid assets like corporate bonds and repos uses HQLAs. Plus ownership is transferred temporarily in the repo auction, so the central bank can do whatever it likes with the assets.

Overall I think the shift is explained by the central bank steering banks into purchasing and owning gov bonds. For two reasons.
One, if banks want liquidity they need to keep treasury securities on hand which drives down yields for the government. So as the treasury continues to run out of money, because it's burning it all on its lost war, yields won't spike too quickly because banks need to keep a lot of bonds on hand in case they want liquidity from the central bank.
Two, all of the assets that could be used as collateral in secured credit have dubious quality. Or put another way, he Russian government is a more reliable debtor than Russian business. Especially in the context of asset transfer - the central bank would only own that collateral if, and only if, the bank couldn't pay its loan back to the central bank. So the bank has gone bust. If banks are going bust, would you feel recompensed by now owning a bond previously held by a bust bank?
So as the graph and table suggests, the central bank offloaded its holdings of Russian corporate debt round the beginning of the year and doesn't seem to want back in. It rhymes with their announcements of tightening macroprudential regulations over the year. Musing to myself. I wonder if anyone reads these posts about banking liquidity.
