This doesn't pass the smell test. We see this quite a bit when they use unlawful methods of surveillance or military systems to track a person down. They'll have a liaison from whichever agency, say the NSA, for example, post something anonymously or they'll have someone from the FBI do it at home. They "reverse-construct" a narrative about how they obtained the information in order to conceal how they obtained it and then act upon the tip which, they, themselves, generated.

Although the killing, itself, was likely nothing but a high-profile case of petty revenge, it made headlines and the FBI's inability to track down the shooter was rapidly generating embarrassment. They "cheated" to crack the case, as it were, much as they did with finding the body of Caylee Anthony in 2008. After six months of searching, a utility worker just happened to take a stroll through 100 meters of dense swampland in order to urinate and "tripped over" the skeletal remains of Caylee Anthony. Only NRO satellites would have captured, at that time, information concerning where Casey Anthony's vehicle had traveled on the night when Caylee disappeared.

In this case, it's not yet clear what sort of resources were used to crack the case, but the use of reverse-construction indicates that laws were broken in order to do it. If you're going to break laws to enforce the law, you might as well re-think your entire life if you're working at the FBI and look up "hypocrite" in the dictionary.
