Expected Value (EV) is a simple mathematic equation used by gambles to determine when to buy in/place a bet (or bet higher). It can be seen as the expected return on a net, though obviously not in literal terms.

EV = (odds x winning amount) - buy in

(1/292,201,338 x $600,000,000) - $2 = $0.05

That’s considered a positive EV. As the pot grows higher, the expected value is higher. It’s not different than something like blackjack. After enough lower value cards have been dealt, and more face cards remain, the EV of every hand is higher.

You’re right that $600 million won’t change someone’s life much more than, say, $70 million. But from a mathematic standpoint, when the pot reaches a certain amount (around $600 million), the payout amount is worth the buy in.

I'm open to conspiracy theories. I think many, perhaps most, lotteries are legitimate, because I personally know a couple winners. The most I've won in a day at a gambling website was around $1800.
BUT I also think that fake lotteries may be used by certain states/countries to launder money to jobless troublemaker activists and for bribes to powerful people that can't look like bribes.

20 people is the absolute minimum to play the Powerball with. If you cannot find 20 people to pool your tickets with then you're supposed to play scratch off. The current winnings after taxes is 340 million. You literally cannot spend that by yourself. You're not supposed to play Powerball by yourself. If you buy 1,000 tickets with the added $1 advantage power play then they're $3 a ticket which is $150 per person. The winnings after taxes is 17 million per person. The numbers generated on lottery tickets are totally random. You could theoretically end up with the same numbers if you bought multiple tickets, the odds being of that being the same odds as actually winning (1 in 292,201,338). Two people can win the jackpot with separate tickets, living in separate states. It’s happened before.
