Using nukes against Ukraine had no benefit for Russia, and would resulted in catastrophic diplomatic fallout.

America's conventional military presence in Europe does little to deter Russia, by the way. Most American troops in Europe are in Germany, there are few NATO troops in the Baltic countries, and if Russia wanted to it could invade those countrie before NATO could organise their defence. So my earlier question still applies, why give €80 billion to Ukraine instead of using it to strengthen EU member's militaries?

They surrendered not because they lost on the battlefield but because the civilian population was hungry, ridden with disease and blockaded.
