Frame work for mobilizing frozen russian assets is being made, but it will take time. The reason why Belgium didn't want to do it is because it could be illegal according to international law and so EU and also Belgium *could* lose the legal battle against Russia if they mobilized those assets anyway. And then there are the implications for other countries that if the EU doesn't like what you are doing (whatever may that be) your stuff will get confiscated. EU would love to gund Ukraine with Russian assets but their own legal framework doesn't allow it, yet.
