In fact, when looking at the number of possible instigators vs. parties involved, it's far more likely for it to be fake, than real to begin with.
Everything conrete is hidden away in plausible deniability.

Regardless of what you think or feel for Russia, it is more important the EU stick together first.
This goes both ways, countries need to accept some things they don't like, but the EU also shouldn't enforce everything it wants to.
Obviously, with 27 member states and all the interests involved, the EU may have ballooned to such a state, that it no longer has any means of reacting in an appropriate manner to an external threat.

In the EU the power lies with the governments. And not the people.
That means that the EU government (the European Commission) is virtually unknown by regular people. And they only listen to lobbyists and government and not people.

And in the case of the Netherlands, that leads to very undemocratic situations. Considering our entire government is appointed (except for the King). Our current prime minister is the former head of the secret service and not a member of any party. We just had elections and the biggest party has less than 17% of the votes and we might get a minority government. And it are usually the center parties that rule, so the far left and right and not represented at all in the EU.
